About the role:

The Manager, Program Management is responsible for ensuring that Oscar's most complex strategic initiatives, including the new state launches, expansion, and operational implementations required to enable Open Enrollment, are executed with zero-defect precision. Beyond execution, this individual is the primary driver of the Operational Readiness Optimization, tasked with transforming program activities into standardized, scalable SOPs through the implementation of programmatic retrospectives, robust production controls, and metrics-driven oversight.

You will report into the Director, Project Management.

Work Location: This position is based in our Tempe, AZ office, requiring a hybrid work schedule with 3 days of in-office work per week. Thursdays are a required in-office day for team meetings and events, while your other two office days are flexible to suit your schedule. #LI-Hybrid

Pay Transparency: The base pay for this role is: $100,602 - $132,040 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program, and annual performance bonuses.

Responsibilities:

  • Organize and lead daily activities for your programs, ensuring all cross-functional milestones land safely for Go-Lives.
  • Serve as the tactical lead for your pods and workstreams, providing the discipline and standards for project documentation, RAID logs, and meeting facilitation.
  • Identify, develop and implement program strategy, optimizations and tooling that support the organization's objectives.
  • Ensure proper controls and automated monitoring are in place for all programs.
  • Lead high-impact program retrospectives after major milestones.
  • Maintain the KPIs required to measure program effectiveness.
  • Partner with other stakeholders to translate market strategy and regulatory filing outcomes into high-rigor operational readiness roadmaps.
  • Analyze program risks; ability to anticipate risks and issues. This includes proactive flagging of issues, managing escalations, and tracking and helping to resolve risks and issues.
  • Partner with stakeholders across the organization ensuring that all program activities adhere to SIO standards and that excellence is maintained throughout the implementation lifecycle.
  • Compliance with all applicable laws and regulations
  • Other duties as assigned

Requirements:

  • 4+ years of program and project management in highly complex and regulated industries
  • 4+ years experience in change management and process improvement
  • Proven track record of taking a low-maturity process and stabilizing it through structure.
  • PMP or Six Sigma certification (In lieu of certifications, must demonstrate a deep understanding of process engineering and quality control methodologies.)

Bonus points:

  • Healthcare experience; understanding of the regulatory and operational lifecycle of a health plan.
  • Expert-level ability to build dashboards and metrics that distill complex project data into actionable executive insights.
  • Exceptional written and verbal communication skills; ability to "find their voice in loud rooms" while maintaining a collaborative, team-first spirit.

Pay Transparency:  Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, and experience.
