The role of this candidate is responsible for Telesat’s regulatory engagement in the Asia Pacific region, with the aim to facilitate, obtain and protect market access and spectrum rights for Telesat’s satellites and services.
Responsibilities
Acquire understanding of regulatory and market access frameworks in the region
Direct engagement with national regulatory authorities
Secure new licences/authorizations and maintain existing ones, either directly or through a distribution channel
Prepare documentation in support of the licence/authorization application process
Engage in complex negotiations in order to influence and optimize the domestic/regional regulatory framework to support business objectives and market expansion
Provide regulatory support to the commercial team and distribution partners for market access in the region
Lead or support domestic/regional consultations/industry coalitions that may impact Telesat's market and spectrum access
Represent Telesat in relevant regional meetings (e.g. Asia Pacific Telecommunity meetings) and international forums (e.g. ITU related meetings) to promote Telesat's interests
Assist with market access in other regions, when required
Identify and develop proposals to ensure Telesat long-term regulatory interests are protected
Provide key inputs to short and long term planning in support of corporate development
Requirements
Degree in Engineering, law, public policy or any relevant technical subject
Masters degree is an asset
At least 5 years’ experience in any of the following:
Government Relations, Public Policy and Advocacy, Market Access for Satellite Communications, Domestic or Regional Regulatory Framework/Forums and the Application of the ITU Radio Regulations.
Strong technical, regulatory research and analysis skills
Excellent interpersonal, communication, negotiation and presentation skills.
Excellent verbal and written skills in English and (ideally) a second language
Experience as company lead representative in international forums
Ability to work well in a cross-functional environment
Ability to exercise judgment and make sound decisions to drive processes to conclusion
Self-starter with good organizational skills and the ability to work independently
Effective management of multiple projects simultaneously
