The Municipal Court Services Department is recruiting for an experienced Management Analyst II to serve as our performance measurement and compliance analytics specialist. In this critical role, you will transform complex court data into actionable intelligence that drives operational excellence across thousands of cases annually. Using advanced SQL, PowerBI, and Lean methodologies, you will develop Court performance measurement dashboards, ensure regulatory compliance with state and national standards, and lead data-driven improvement initiatives that directly enhance justice delivery and court efficiency.

Minimum Qualifications: 

  • Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field
  • Two (2) years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience

Preferred Qualifications:

  • Five (5) years of experience in court administration, municipal government, or public sector operations
  • Advanced proficiency with case management systems, preferably CourtView or similar justice technology platforms
  • Familiarity with compliance monitoring, audit support, and regulatory reporting in government settings
  • PowerBI or similar data visualization tool experience

The Management Analyst II job responsibilities include:

  • Extracts and analyzes court data using advanced SQL queries from CourtView case management system for criminal, civil, jury, and compliance dockets
  • Develops and maintains CourTools-aligned PowerBI dashboards tracking case clearance rates, time to disposition, case age, trial date certainty, jury utilization, and customer satisfaction
  • Perform systems and process audits and propose corrective actions
  • Ensures data compliance with National Open Court Data Standards (NODS) for transparency and benchmarking
  • Conducts quarterly benchmarking analysis comparing court performance against peer Texas municipal courts and national standards established by the National Center for State Courts
  • Reviews weekly compliance metrics, including TRN submissions, statutory deadlines, and state reporting obligations
  • Provides quarterly risk assessments, identifying compliance gaps and developing corrective action recommendations
  • Presents quarterly performance summaries to judges and senior leadership on CourTools metrics, compliance status, and operational trends
  • Synthesizes large data sets into actionable intelligence and executive reports for court leadership decision-making
  • Leads Lean Leadership projects focused on eliminating waste, improving process flow, and enhancing customer experience
  • Documents workflows using Visio process maps to identify inefficiencies and bottlenecks during improvement projects
  • Manages department-wide performance metrics and strategic plan

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.  Due to CJIS requirements related to system access, the following will result in being disqualified for this position:  Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.
