Overview

We are seeking a highly capable Lead Information Systems Engineer to support a major Microsoft 365 initiative within the IRS. This role provides technical leadership across multiple projects, guiding a team of engineers while ensuring all solutions align with IRS policies, governance standards, and mission objectives. The ideal candidate combines high-level systems engineering skills with strong team leadership, communication, and problem-solving capabilities.

You will support enterprise-level Microsoft 365 services, including Power Platform, SharePoint Online, OneDrive, Exchange Online, Teams, AvePoint, and Microsoft Copilot, ensuring solutions are scalable, secure, compliant, and well-executed.

 

Key Responsibilities

Technical Leadership & Team Coordination

  • Lead and guide a team of engineers, developers, and analysts supporting the IRS M365 environment.
  • Assign work, set priorities, and ensure the team delivers high-quality results on schedule.
  • Mentor junior and mid-level team members; promote best practices and professional development.

High-Level Systems Engineering & Solution Oversight

  • Oversee the design, configuration, and implementation of M365 solutions across the enterprise.
  • Review technical approaches and deliverables to ensure they meet IRS requirements, security standards, and governance practices.
  • Assist with applying data connectors in an environment and establishing enterprise
    policies.
  • Assist with designing and managing SharePoint on-premises farm infrastructure.
  • Assist with managing application development using Power Platform components (PowerApps, Power Automate, Power BI).
  • Assist with documenting and managing Security Change Requests and audit logging
    solutions.
  • Provide guidance on system performance, integration considerations, scalability, and long-term maintainability.
  • Assist with supporting Windows servers and SQL database clusters (2019/2022).
  • Assist with designing/implementing Power Platform environments and pipelines.

Requirements Gathering & Technical Analysis

  • Collaborate with IRS stakeholders to understand system needs, user requirements, and operational constraints.
  • Translate business requirements into technical specifications and actionable engineering tasks.
  • Analyze workflows and processes to identify inefficiencies and recommend system improvements.

Governance, Compliance & Process Enforcement

  • Support adherence to established M365 governance models, ensuring all engineering activities comply with IRS and federal policies.
  • Maintain engineering procedures, documentation, and standards to promote consistency and accountability.
  • Participate in change control processes and ensure compliant implementation of system updates.

Quality Assurance & Deliverable Validation

  • Conduct technical reviews and validation of engineering deliverables before submission.
  • Lead or participate in testing activities, including integration, workflow, and performance validation.
  • Identify and troubleshoot issues; coordinate resolution efforts with the engineering team.

Cross-Functional Collaboration & Communication

  • Serves as the 24/7 Technical Point of Contact for government emergencies during off-core hours.
  • Provide clear updates on progress, risks, and technical decisions.
  • Facilitate communication that supports well-coordinated, transparent project execution.
  • Central lead for technical operations, M365 engineering, and escalation (P1–P4 incidents).
  • Interfaces directly with PMO and COR.
  • Oversees planning, execution, and architectural decision-making across all PWS task areas.
  • Responds to urgent requests via phone/email and provides technical coordination with executive stakeholders.
  • Provide bi-weekly status reports that encompasses schedule, M365 deliverables for each tool, action items, risks, mitigations, escalations, accomplishments, and closures.
  • Collaborate with systems support staff for integration with SharePoint Online, Teams, Exchange Online, and Azure.
  • Ensure all processes, plans, schedules, and other written documents are completed timely.

Continuous Improvement & Platform Optimization

  • Recommend enhancements to M365 systems, workflows, and operational processes.
  • Stay current with emerging Microsoft capabilities and industry best practices.
  • Identify opportunities to modernize, automate, or streamline platform operations.
  • Enterprise-level M365 and Azure tenant governance, configuration baselines, monitoring, and compliance control development.
  • Cross-platform M365 engineering and troubleshooting including SharePoint Online, Exchange Online, OneDrive, Intune/AutoPilot, SQL, and hybrid integrations.
  • Artificial Intelligence (AI) engineering and development (Copilot agents, Azure AI)
  • Creation and management of technical documentation, governance standards, ATO readiness artifacts, disaster recovery, and cloud modernization processes.

Qualifications

  • Proven experience leading technical teams or engineering workstreams in an enterprise environment.
  • Demonstrate experience developing data readiness plans and integrating Purview to
    protect sensitive data.
  • Extensive working knowledge of SharePoint Online Administration.
  • Demonstrate experience with use and design of Microsoft product enhancements:
    Defender, copilots, loop, purview, graph connector etc.
  • Demonstrate knowledge of AvePoint Online Services (AOS) interfaces and security (e.g. tenant-to-tenant, Splunk Enterprise, bring your own keys, IP restrictions, SFTP).
  • Demonstrate knowledge of security and cyber architect support.
  • Strong background in Microsoft 365 services, including collaboration, workflow automation, and cloud-based productivity tools.
  • Experience overseeing solution design, configuration, or implementation across M365 platforms.
  • Familiarity with governance, compliance, change management, and systems documentation.
  • Excellent communication, leadership, and stakeholder engagement skills.
  • Experience supporting federal government agencies (preferred).
  • Relevant certifications (e.g., Microsoft 365, Power Platform, Azure) are a plus.
