Position Summary

The Lead, UKG Timekeeping is a critical member of the Workforce Management team and a core driver of UHN’s UKG Pro Workforce Management (WFM) implementation. With a focus on Time & Attendance, this role serves as UHN’s technical and functional lead for designing, configuring, validating, and operationalizing timekeeping rules, workflows, and processes that support accurate, compliant, and efficient time capture across a large, complex, 24/7 healthcare environment.

Working closely with Payroll, Labour Relations, People & Culture, Digital, operations leadership, and the broader HRIS/WFM project team, the Lead translates collective agreement provisions, organizational policies, and operational needs into maintainable system logic. This role leads end‑to‑end design, configuration oversight, testing cycles, defect resolution, and readiness activities for Time & Attendance. The Lead ensures that UHN’s timekeeping capabilities are reliable, scalable, compliant, and aligned with payroll requirements and downstream system dependencies.

This position combines a deep technical understanding of UKG Pro WFM with the ability to influence stakeholders, guide decision‑making, and support user adoption across the organization.

Duties

Timekeeping Configuration & Technical Leadership

  • Serve as UHN’s primary functional and technical expert for UKG Pro WFM Time & Attendance, including time capture, punch interpretation, pay rules, rounding, premiums, overtime triggers, shift differentials, call‑back/on‑call logic, meal/rest rules, and statutory holiday behaviour.
  • Lead configuration design sessions to translate collective agreements, operational practices, and legislative requirements into clear, scalable system rule logic.
  • Define and validate time capture methods (e.g., clocks, web punch, mobile punch) and ensure device alignment, configuration, and data flow integrity.
  • Collaborate with Payroll to define pay code mapping, labour categories, retro logic, and other structures necessary to support end‑to‑end time‑to‑pay accuracy.
  • Participate in configuration reviews; validate rule behaviour; troubleshoot complex pay-impacting logic; and support resolution of system defects.
  • Partner with technical teams to define and validate interfaces, data mapping, configuration migration, and security role settings related to timekeeping.
  • Interpret workforce rules and apply them to technical design while ensuring system standardization and reducing unnecessary complexity.

Testing, Validation & Implementation Support

  • Lead development of timekeeping‑specific test strategies, including test scripts, edge cases, regression plans, and role‑based validation scenarios.
  • Coordinate and participate in testing cycles (unit testing, SIT, UAT), including defect triage, resolution, and retesting to ensure rule stability.
  • Validate entire time‑to‑pay flows, including cross‑midnight shifts, multiple job assignments, shift premiums, overlapping punches, stat holiday scenarios, and retroactive adjustments.
  • Partner closely with Payroll to prepare for and support parallel payroll testing, ensuring reconciliation thresholds and pay accuracy targets are achieved.
  • Support data readiness activities, including timecode rationalization, rule inventories, and historical time data requirements.
  • Contribute to cutover planning, go‑live readiness assessments, and hypercare stabilization for timekeeping functionality.

Operational Engagement & Compliance Enablement

  • Work directly with operational leaders, schedulers, and timekeepers to ensure system design aligns with 24/7 workforce models, unit‑level staffing, and operational constraints.
  • Ensure system logic supports compliance with collective agreements, legislation, and UHN policies related to overtime, premiums, rest periods, scheduling windows, and holiday rules.
  • Design and validate approvals workflows, exception management processes, and attestation prompts to facilitate efficient and compliant time review and correction.
  • Establish audit controls for time edits, approvals, retroactivity, exceptions, and overrides, ensuring alignment with Payroll, HR, and Internal Audit.
  • Provide expertise and guidance related to the rationale behind rule behaviours, expected outcomes, and system‑driven compliance safeguards.
  • Support documentation of operational procedures, user guides, and timekeeping standards to promote consistency across sites and departments.

Project Collaboration, Stakeholder Support & Change Enablement

  • Partner closely with HRIS, Digital, Payroll, People & Culture, and operational leaders to ensure timekeeping solutions are accurate, efficient, and aligned to UHN’s strategic direction.
  • Support communications, training design, and user readiness activities related to new timekeeping processes and system functionality.
  • Participate in project governance, design workshops, solution review sessions, and decision‑making forums as UHN’s Time & Attendance SME.
  • Build strong, trusted relationships with stakeholders, influencing decisions through evidence‑based recommendations and clear explanation of system logic and constraints.
  • Identify opportunities for continuous improvement, including workflow enhancements, rule optimizations, and exception‑reduction strategies.
  • Bachelor’s degree in Health Administration, Business, Engineering, Information Systems, Human Resources, or related field.
  • Minimum 3 years of experience implementing, configuring, or supporting UKG Pro WFM or other modern workforce management systems (e.g., Workday, Oracle, Infor), with a specialization in Time & Attendance.
  • Strong functional and technical understanding of pay rules, punch interpretation, overtime and premium logic, approvals workflows, and exception management.
  • Experience partnering with Payroll teams and supporting time‑to‑pay processes, including reconciliation, parallel testing, and pay rule validation.
  • Experience supporting or leading WFM implementation, configuration review, testing, and defect resolution.
  • Experience working in healthcare or other 24/7 environments with complex premiums, multiple job roles, and variable staffing models.
  • Working knowledge of collective agreements and how they influence pay rule structures.
  • Strong analytical, problem‑solving, and troubleshooting abilities; capable of interpreting complex rule scenarios and edge‑case behaviours.
  • Excellent communication and collaboration skills with the ability to influence without direct authority.
  • Ability to manage competing priorities and support change in a large, complex environment.
  • Experience in a unionized healthcare environment.
  • Certifications in project management, process improvement (Lean/Six Sigma), or change management.
  • Experience with timeclock hardware deployment, time data conversion, or pay rule audits.
  • Familiarity with payroll reconciliation controls, audit standards, and timekeeping compliance frameworks.
