Global Engineering & Technology (GET) is looking for two Team Lead FOIA Analysts / On-Site Supervisors to supervise a team of 15+ analysts responsible for processing Freedom of Information Act (FOIA) and Privacy Act requests for the U.S. Coast Guard (USCG). Additionally, the On-Site Supervisors shall be a point of contact for the Contracting Officer and the COR for day-to-day work. This work will be performed on-site at the USCG Office of Privacy Management located at USCG Headquarters St. Elizabeth Complex in Washington, DC.

This is mission-critical work supporting USCG Office of Privacy Management and the Office of Investigation and Casualty Analysis (CG-INV). These support services include documentation, assessment, analysis, research, data processing, data entry, and office support for USCG FOIA and Privacy Programs.

The USCG Privacy Program ensures compliance with the Privacy Act, the E-Government Act, and other Federal laws, and Federal and Departmental policies, including completion of privacy compliance documentation, issuance of USCG privacy policies, oversight of privacy incidents and privacy compliance reviews, and privacy training.

Duties:

  • The development of analyses and studies related to disclosure policy matters.
  • Review and analyze Privacy Threshold Analyses, (PTA) Privacy Impact Assessments (PIA), Privacy Act Statements, System of Records Notices (SORN), and information sharing agreements.
  • Assist with tracking metrics within the privacy compliance artifact tracking system or other Coast Guard tracking systems to improve performance and effectiveness of privacy compliance program.
  • Provide and track status updates, identify priorities, and discuss privacy concerns.
  • Analyze and review new and emerging privacy issues, technologies, and programs to identify privacy risks and proposed mitigations to ensure appropriate privacy compliance documentation is in place to serve as risk management and accountability tools.

Requirements

Knowledge, Skills, and Abilities:

  • Expertise in FOIA processing, including responding to Appeals.
  • Familiar with FOIA processes, with an emphasis of DHS FOIA Processes.
  • Knowledge of privacy processes, including Privacy Threshold Analysis, System of Records Notices; Privacy Impact Assessments
  • Accept, review, and analyze incoming FOIA and Privacy Act requests to understand the scope of the information sought.
  • Log and meticulously track the progress of each request using a case management system.
  • Determine if a request requires expedited processing based on established criteria, such as a "compelling need."
  • Use specialized software to redact exempt information from paper and electronic records, including audio and video files. Ensure that all non-exempt, "reasonably segregable" portions of a record are prepared for release to the requester.
  • Verify that released materials do not contain information that could lead to an unwarranted invasion of personal privacy.
  • Review and analyze Privacy Threshold Analyses, (PTA) Privacy Impact Assessments (PIA), Privacy Act Statements, System of Records Notices (SORN), and information sharing agreements.
  • Assist with tracking metrics within the privacy compliance artifact tracking system or other Coast Guard tracking systems to improve performance and effectiveness of privacy compliance program.
  • Collaborate with team to update and maintain Standard Operating Procedures (SOP), including a Compliance Handbook to provide general time metrics in each step in the compliance documentation process.
  • Draft official correspondence to requesters, including acknowledgment letters, fee estimates, and final determination letters explaining any withheld information.
  • Communicate with requesters, attorneys, and internal stakeholders to clarify requests and negotiate the scope of disclosable records.
  • Maintain up-to-date knowledge of FOIA and Privacy Act statutes, relevant court decisions, and evolving government-wide guidance.

Education / Experience:

  • Must have a bachelor’s degree in business or related field and at least five (5) years of experience in reviewing and processing FOIA requests or supporting Privacy compliance.
  • OR eight (8) years general experience (gained in an office setting) and two (2) years of experience in reviewing and processing FOIA requests or supporting Privacy compliance.
