Responsibilities: 
Program and Project Management 

  • Provide overall leadership and day-to-day management of the IV&V contract, ensuring all technical, financial, and administrative requirements are met. 
  • Plan, manage, and control project schedules, staffing, resources, and deliverables across all task areas. 
  • Serve as the primary interface with the COR and dept. stakeholders. 
  • Ensure contract performance aligns with SOW objectives, milestones, and quality standards. 

Governance, Reporting, and Deliverables 

  • Develop, maintain, and update the Task Management Plan (TMP), including schedules, milestones, critical paths, and resource allocations. 
  • Oversee preparation and timely submission of all required reports, including: 
    • Weekly Activity Reports (WAR) 
    • Monthly Financial Status Reports (FSR) 
    • Quarterly Status Reports (QSR) 
  • Facilitate Technical Management Review (TMR) meetings, ensure meeting minutes and action items are documented, tracked, and resolved. 

Financial and Performance Oversight 

  • Monitor labor hours, expenditures, and funding ceilings to ensure compliance with Time-and-Materials contract requirements. 
  • Coordinate financial tracking, forecasting, and reconciliation activities in support of client financial management requirements. 
  • Identify cost, schedule, and performance variances and implement corrective actions as necessary. 
  • Support invoice review and ensure alignment between technical performance and billed labor. 

Risk and Issue Management 

  • Lead the implementation and ongoing execution of the program risk management framework. 
  • Ensure risks are identified, assessed, documented, and tracked in a risk register with appropriate mitigation strategies. 
  • Escalate critical risks and issues to the COR with recommended mitigation or resolution approaches. 

Communications and Stakeholder Coordination 

  • Oversee development of program communications, briefings, and presentations related to IV&V findings and program status. 
  • Coordinate cross-functional activities among technical, financial, and analytical team members. 
  • Ensure consistent, accurate, and professional communication with Government stakeholders. 

Quality Assurance and Compliance 

  • Ensure all work products meet SOW-defined acceptance criteria for accuracy, clarity, timeliness, and consistency. 
  • Enforce adherence to federal policies, client standards, security requirements, and records management procedures. 
  • Support transition activities, knowledge transfer, and continuity of operations as required.

Required Qualifications 

  • Bachelor’s degree in Information Technology, Business Administration, Project Management, or a related field. 
  • Minimum 8–10 years of experience managing complex federal IT, systems, or program support contracts. 
  • Demonstrated experience managing IV&V, SDLC, or technical oversight efforts in a federal environment. 
  • Strong knowledge of federal program management practices, reporting requirements, and governance structures. 
  • Experience managing cost, schedule, performance, and risk on Time-and-Materials or professional services contracts. 
  • Proven ability to lead multidisciplinary teams and interface effectively with senior government stakeholders. 

Preferred Qualifications 

  • Project Management Professional (PMP) or equivalent certification. 
  • Experience supporting grants management systems or financial systems. 
  • Familiarity with Agile and hybrid SDLC methodologies. 
  • Experience supporting CPIC, OMB reporting, or federal compliance initiatives.
