Independent Consultant (1099) – Requirements Enablement & Training Lead
(IT Requirements | BRM & PM Enablement | Virtual-First Delivery)
Engagement Overview
We are seeking an experienced, senior-level independent consultant (1099) to support short-term, project-based engagements focused on improving requirements elicitation, facilitation, and documentation practices within IT organizations that do not maintain formal Business Analyst roles. Engagements will primarily be delivered virtually for cost efficiency, with optional onsite workshops or hybrid support based on client needs.
This is not a full-time position. Engagements will be scoped individually and may vary in duration and intensity.
Key Responsibilities
1) Training Design & Delivery (Virtual-First)
- Design and deliver practical, instructor-led training (virtual and/or in-person) for:
- Business Relationship Managers (BRMs)
- Project Managers (PMs)
- Select Application Development stakeholders (as applicable)
- Deliver high-engagement virtual instructor-led training (VILT) that incorporates interactive exercises, breakout facilitation, and scenario-based learning.
- Training topics may include:
- Eliciting business and functional requirements using effective techniques
- Conducting stakeholder interviews and facilitating requirements workshops
- Translating business needs into clear, testable requirements
- Reducing ambiguity and delivery risk through requirements quality practices
- Writing acceptance criteria and documenting assumptions, constraints, and decisions
- Facilitate workshops using real client scenarios and artifacts (sanitized as required).
2) Requirements Enablement & Intake Lifecycle Integration
- Review and assess existing intake documentation and requirements artifacts for clarity, completeness, and usability.
- Develop or tailor lightweight tools, templates, and checklists aligned to the client’s intake and delivery lifecycle.
- Support definition of intake readiness standards (e.g., “minimum requirements package” or “Definition of Ready”) that enable consistent handoff into delivery.
- Provide practical guidance and job aids to professionals performing BA-like functions in addition to their primary roles (BRMs/PMs).
3) Advisory Support & Client Collaboration
- Collaborate with client stakeholders across IT leadership, BRM teams, PM teams, and application development teams to align requirements outputs to delivery expectations.
- Participate in engagement planning, sequencing, and tailoring of content to client maturity and constraints.
- Support follow-up activities such as coaching sessions, office hours, artifact refinement workshops, and reinforcement sessions to sustain adoption.
4) Outcomes, Measurement, and Continuous Improvement
- Define and apply lightweight measures to assess training effectiveness and adoption, including:
- Pre-/post-training knowledge checks (as appropriate)
- Participant feedback summaries
- Artifact quality scoring using standardized checklists
- Provide a brief end-of-engagement summary of outcomes, recommendations, and next steps.
Key Deliverables (Engagement-Based)
Deliverables will be scoped per engagement and may include:
- Tailored curriculum, agenda, and delivery plan (virtual-first with optional onsite sessions)
- Instructor materials (slides, facilitation guides) and participant materials (workbook/exercises)
- Requirements enablement toolkit, such as:
- Elicitation plan template
- Interview and workshop agenda templates
- Requirements documentation template(s)
- Requirements quality checklist
- Intake readiness checklist / handoff package checklist
- Scenario-based exercises aligned to the client intake context (sanitized as required)
- Post-training reinforcement plan (office hours/coaching cadence)
- Summary memo documenting delivery completion, feedback themes, and recommendations
Required Experience & Qualifications
- 10+ years of professional experience in one or more of the following areas:
- Requirements elicitation and documentation within IT delivery environments
- Business analysis enablement (formal BA role not required)
- IT project delivery, systems implementation, or product delivery support
- Training leadership, instructional design, or enterprise enablement for IT organizations
- Demonstrated experience working in environments where BRMs and/or PMs perform BA-like responsibilities without a dedicated BA function.
- Strong hands-on capability in:
- Facilitating stakeholder discussions and requirements workshops
- Translating business needs into functional requirements and testable statements
- Producing requirements artifacts that support execution and reduce rework
- Proven ability to develop reusable templates, toolkits, and job aids.
- Demonstrated success delivering professional training, workshops, and enablement sessions to diverse stakeholder groups.
- Ability to work independently and deliver high-quality outputs in short engagement timelines.
Preferred Experience
- Prior consulting experience supporting IT organizations in a requirements, intake, or governance context.
- Experience supporting centralized IT intake processes, portfolio intake, or governance workflows.
- Familiarity with Agile, hybrid, and waterfall environments, and how requirements are expressed across these models.
- Familiarity with work management tooling (e.g., Jira, Azure DevOps, ServiceNow, SharePoint) and the ability to keep approaches tool-agnostic when needed.
- Relevant certifications (preferred but not required): CBAP, PMI-PBA, PMP, SAFe, or similar.
Compliance, Security, and Professional Standards
- Comfortable operating in regulated environments and complying with client information-handling procedures (e.g., CUI/PII sensitivity, internal security policies).
- Ability to complete required background checks and/or obtain site access as required by the client (requirements vary by engagement).
Scope Boundaries
- This role focuses on enablement, training, facilitation, and artifact/toolkit development.
- The consultant is not expected to serve as the client’s dedicated Business Analyst, nor to build enterprise tooling; recommendations and optional workflow-integration support may be included only as scoped.
