POSITION: Michigan Advocacy Program (MAP) is seeking an experienced Human Resources (HR) Manager to oversee day-to-day HR operations and supervise two full time HR staff. MAP is a unionized program with approximately 250 full time staff located in Ypsilanti, MI.  The Manager of Human Resources will report to the Chief Operating Officer.  Candidates should have extensive knowledge in benefits administration, leave of absence management, and employee relations. This role will manage key functions of the HR department, ensure compliance, and partner with the leadership team to strengthen systems, policies, and the employee experience. 

DESCRIPTION OF PROGRAM: Michigan Advocacy Program (MAP)’s mission is to advance the safety, independence, and economic stability of those most affected by poverty, racism, and other structurally oppressive systems by increasing access to justice and working for systemic solutions. MAP’s direct services components are: 1) Legal Services of South Central Michigan, which provides free civil legal advice and representation to low-income residents of 13 counties in south central Michigan and 2) Farmworker Legal Services, which provides free legal assistance to migrant and seasonal farmworkers throughout the State of Michigan. MAP also provides administrative services to the five statewide programs of Michigan Statewide Advocacy Services, including the Michigan Poverty Law Program, Michigan Legal Help, the Michigan Immigrant Rights Center, the Michigan Elder Justice Initiative, and the Crime Victims Legal Assistance Project. 

RESPONSIBILITIES:

Benefits Administration

  • Provide extensive oversight of benefit plans and ongoing benefits administration
  • Lead the annual open enrollment selection process, including timeline, working with carriers/brokers on plan design, renewals, and rate negotiations, communications, analyze plan changes and employee cost impact; develop recommendations and cost comparisons, and employee support
  • Oversee the staff enrollment processing and resolve escalated enrollment or eligibility issues

Leave of Absence, FMLA, Accommodations

  • Manage leave of absence programs and compliance, including FMLA, ADA and other related leaves
  • Coordinate reasonable accommodations (ADA interactive process), documentation, and return-to-work planning
  • Oversee and process short-term and long-term disability claims and communications with employees/vendors/carriers
  • Maintain accurate employee records and ensure consistent, timely employee and manager communications

HR Operations, Compliance & Processes

  • Oversee the background check process to ensure a consistent and compliant candidate experience
  • Oversee compliance with I-9 requirements, including conducting internal audits and corrective actions when needed
  • Assist with drafting and implementing new HR policies and procedures; communicating and educating staff on policies
  • Oversee HR records and HRIS data; support reporting and audits

Employee Relations & Investigations

  • Assist with conducting and documenting HR investigations (policy, conduct, workplace concerns) and recommend appropriate outcomes, coach managers on employee relations, performance management, and corrective action processes

Onboarding & Training

  • Enhance and improve our current onboarding process
  • Manage and coordinate onboarding/offboarding and ongoing HR training programs for employees and managers

Leadership & Supervision

  • Supervise HR staff and oversee day-to-day HR operations, providing  daily direction, coaching, and support to two full time HR team members
  • Suggest process improvements for the HR team, set priorities for department as well as ensure workflows are consistent and compliant with all state and federal laws

Technology Skills (Required)

  • Strong technology skills with HR systems and tools (HRIS, ATS, Employee Navigator) required
  • Proficient with Microsoft 365 and Google Workspace; comfortable creating reports, tracking metrics, and improving workflows
  • Ability to learn new systems quickly and leverage technology (automation) to improve efficiency and compliance

QUALIFICATIONS

  • College degree required, Bachelors degree preferred
  • Familiarity with HRIS platforms (BambooHR, Employee Navigator, Paylocity) preferred but not required
  • Payroll experience a plus but not required
  • 5+ years of HR management experience, including supervising HR staff, with broad HR operations responsibility
  • Assist in leading open enrollment process and benefit plan selection, collaborating with carriers on plan design and rate modeling/calculations
  • Minimum 3 years experience managing leaves of absence including FMLA, reasonable accommodations, and STD/LTD claims
  • Experience working in a union environment, including contract negotiations
  • Experience managing background check processing, knowledge of I-9 processes and experience conducting internal audits
  • Experience drafting and implementing HR policies
  • Experience implementing onboarding systems and training programs
  • Experience conducting HR investigations with strong documentation and confidentiality

BENEFITS:  Starting salary is from $81,480 depending on experience. MAP offers a generous benefits package including life, short and long term disability, health, vision, dental and flexible spending accounts.  If an applicant does not require health benefits, they have the option to take an annual $1,500 payout in addition to the base salary paid over the course of the year.  MAP also has a generous leave policy allowing staff to accrue 3 weeks paid vacation the first year and 15 paid holidays, as well as a 401K retirement plan including employer match for eligible staff after 6 months of employment.  MAP is a qualifying employer for Public Service Loan Forgiveness.
