Overall purpose and responsibilities of the role:
The People and Culture Officer - Philippines provides part-time, on-the-ground human resources support for WPS employees based in Cebu. The role delivers recruitment coordination, onboarding, HR administration, compliance oversight, employee support, cultural engagement, and local liaison functions.
This position ensures that the Cebu workforce experiences the same clarity, consistency, and positive employee journey as our Australian team. The role supports local labour law compliance (Labor Code, DOLE, SSS/PhilHealth/Pag-IBIG regulations), maintains required HR documentation (201 files), and assists the Australian P&C team across the employment lifecycle.
This is a generalist HR role with responsibility for recruitment, onboarding, documentation, policy communication, employee support, and coordination during natural disasters or government- declared calamities.
Duties and Responsibilities:
HR Administration
- Assist in the development and maintenance of HR policies and procedures relevant to the Philippines workforce, including compliance with the Philippine Labour Code, DOLE regulations, public holiday rules, OSH standards, 201 file requirements, and mandatory government benefits.
- Maintain and update Philippines-specific Standard Operating Procedures (SOPs) and HR documentation to ensure consistent and compliant HR practices.
- Work closely with the Australian People Culture team to ensure seamless and effective recruitment, onboarding, cultural fit assessment, and induction processes.
- Administer HR systems (HRIS/timekeeping) for the Cebu workforce, ensuring accurate attendance, leave tracking, and employee data.
- Prepare monthly HR metrics and reports for the Head of P&C, including headcount, attrition, retention risks, engagement data, leave use, public holiday utilization, and recruitment progress.
- Maintain all mandatory records required under PH labour law, including 201 files, government enrolments, DOLE documentation, and employment contracts.
- Support coordination with payroll providers for SSS, PhilHealth, Pag-IBIG, BIR, and public holiday/overtime compliance.
- Stay up to date on DOLE updates, Philippine labour regulations, public holiday declarations, and HR trends, escalating legislative impacts to the Head of P&C.
- Assist the Head of People Culture in providing timely and accurate HR information related to the Cebu workforce.
- Ensure clear and proactive communication of relevant policies, changes, or updates to all Cebu employees.
Recruitment, Cultural Fit, and Retention
- Coordinate end-to-end recruitment for Cebu roles, including job posting, screening, interviews, and cultural fit assessment aligned to WPS values and behaviours.
- Conduct pre-screening and initial behavioural-style interviews to evaluate alignment to WPS culture, work ethic, and communication style.
- Prepare job offers, contracts, and onboarding documents in line with Philippine labour standards.
- Track and report on recruitment turnaround times, hiring success, probation outcomes, and turnover trends.
- Support early retention by ensuring strong onboarding experiences, clear communication, and ongoing employee connection in the first 90 days. HR Advice
- Provide day-to-day HR support to Cebu employees, including guidance on attendance, leave processes, contracts, onboarding requirements, workplace expectations, and public holiday rules.
- Handle basic employee concerns and questions professionally, ensuring matters are addressed promptly and respectfully.
- Escalate more complex concerns (e.g., misconduct, performance issues, conflict, or potential termination matters) to the Head of People Culture for direction and decision-making.
- Ensure employees understand local policies, company guidelines, and any relevant DOLE or government advisories, including those relating to public holidays, wage rules, and work suspension.
- Build trust and rapport with the Cebu team, serving as an approachable and reliable local HR contact for general support and clarification.
- Promote clear, respectful, and culturally aware communication at all levels.
People Development, Culture and Engagement
- Support delivery of engagement initiatives, celebrations, recognition activities, and company-wide programs for Cebu staff.
- Assist with scheduling, planning, or facilitating internal training, orientations, and culture-building activities relevant to the Philippines workforce.
- Promote a culture that values open communication, teamwork, professionalism, and alignment to WPS cultural values and behaviours.
- Support the rollout of employee surveys, assist with data collection, encourage participation, and contribute to the implementation of follow-up actions.
- Participate in initiatives that foster retention, employee connection, wellbeing, and positive team culture.
Workforce Support
- Act as the local HR contact during typhoons, earthquakes, transport disruptions, or government-declared calamities.
- Coordinate safety check-ins, workforce updates, and communication of DOLE pay, leave, and attendance guidelines during such events.
- Conduct wellbeing check-ins, track access to essentials, and escalate any safety or support needs.
- Maintain accurate documentation relating to attendance, work suspension, employee mobility, and any disaster-related assistance.
- Communicate clearly and promptly with employees to support safety, clarity, and continuity of operations.
Requirements
Qualifications:
- Bachelor’s degree in Human Resource Management, Business Administration, or a related field.
- Additional HR or labour law short courses/certifications (e.g., DOLE training, basic labour standards seminars) are an advantage.
- Training in HRIS, timekeeping systems, or basic payroll coordination is desirable
Work Experience:
- 2-4 year’s experience in HR coordination, HR generalist, HR assistant, or HR officer roles.
- Experience handling recruitment, onboarding, employee documentation, and basic employee relations.
- Practical experience with 201 files, mandatory government contributions (SSS, PhilHealth, Pag-IBIG), and basic DOLE compliance.
- Experience working in BPO, shared services, professional services, or multinational/Western-led companies is preferred.
- Experience coordinating with payroll or BPO partners regarding employee movements is highly regarded.
- Knowledge of the Philippines employment benefits and statutory entitlements, including Service Incentive Leave (SIL), holiday pay, rest day rules, special non-working holidays, regular holidays, 13th-month pay, and other DOLE-mandated benefits.
- Understanding of the Philippines cultural norms, workplace expectations, and employee engagement practices to effectively support the Cebu workforce.
- Familiarity with current Philippines market trends, including salary expectations, job market conditions, common benefits, and retention drivers within the BPO and professional services sectors.
Skills:
- Strong communication skills, with the ability to interact professionally and respectfully with employees and leaders.
- Excellent attention to detail, especially in maintaining documentation, contracts, and government compliance records.
- Good organizational and time-management skills, able to prioritize multiple tasks across a part-time schedule.
- Proficiency in MS Office (Word, Excel, Outlook) and familiarity with timekeeping/HRIS systems
- Ability to build rapport and trust with employees while maintaining confidentiality.
- Basic understanding of the Philippine Labour Code, standard company policies, government benefits, and DOLE guidelines.
- Comfortable working independently

Job Type: Full-Time Permanent
Schedule: The candidate will be expected to work onsite 2–3 days per week, completing a minimum of 5 hours on each day. They will have the flexibility to choose which days they report to the office each week.
