Role Overview
The HR Business Partner (HRBP) will be the primary People partner for the Malta office, owning the full employee lifecycle locally while working closely with the central People team in Dubai and external payroll providers.
This is a hands-on, generalist role requiring strong operational delivery alongside strategic partnering with senior leaders. The role will support day-to-day employee matters, ensure local compliance, manage payroll processes and help embed consistent people practices across regions.
Key Responsibilities
HR Business Partnering
- Act as a trusted People partner to the Chief Strategy Officer (CSO) and Chief Digital Officer (CDO) in Malta
- Provide pragmatic, commercially minded HR advice across performance, engagement, development, and organisational design
- Support leaders with people planning, team structure, role clarity, and capability building
- Translate global People initiatives into locally relevant practices for the Malta office
HR Operations & Generalist Duties
- Own the end-to-end employee lifecycle for Malta: onboarding, probation, performance, development, and exits
- Manage employee relations matters, including absence management, performance concerns, and disciplinary processes
- Maintain accurate employee records and ensure HR data integrity across systems
- Support annual performance reviews, goal-setting, and feedback cycles in collaboration with Dubai
Payroll & Benefits
- Manage monthly payroll for the Malta entity in partnership with external payroll accountants
- Act as the internal point of contact for payroll queries, changes, and audits
- Ensure accurate processing of salaries, bonuses, statutory payments, and benefits
- Liaise closely with Finance and the Dubai People team to ensure consistency and controls
Compliance & Employment Law
- Ensure full compliance with Maltese employment law, including contracts, statutory requirements, and policies
- Work with legal and external advisors as required
- Support audits, inspections, and any regulatory requests relating to employment
Collaboration with Dubai HQ
- Work closely with the Dubai People team to ensure alignment on policies, processes, and standards
- Support cross-region initiatives and ensure smooth communication between Malta and Dubai
- Contribute to the continuous improvement of People processes and documentation
Employee Experience & Culture
- Provide responsive, day-to-day People support to employees in the Malta office
- Help foster a positive, high-performance, and inclusive culture
- Support engagement initiatives, internal communications, and wellbeing activities locally
Requirements
Skills & Experience
Essential
- Proven experience in an HR Business Partner or Senior HR Generalist role
- Proven experience working in start-up or scale-up environments, with the ability to build and adapt HR processes in fast-changing, ambiguous settings
- Strong working knowledge of Maltese employment law and payroll processes
- Experience working with external payroll providers
- Comfortable operating in a hands-on, fast-moving environment
- Strong stakeholder management skills, including partnering with senior leaders
- Excellent attention to detail and organisational skills

- Experience working in a multi-country or international organisation
- Prior collaboration with remote or HQ-based People teams
