TERMS OF REFERENCE FOR HIRING HQ PROGRAMME SUPPORT OFFICER

PROJECT´S GENERAL INFORMATION

Based in either Honduras, Haiti, or Colombia

OBJECTIVE OF THE POSITION:

The Programme Support Officer will play a vital role in the support of GOAL’s country programmes and will be part of the HQ Operations Team. Working in a fast-paced environment and undertaking tasks which will touch on a wide range of GOAL’s overseas programmes and HQ functions, they will be responsible for a broad and varying range of duties including grant management and country support.

PRIMARY RESPONSIBILITIES/ROLES

Grant & Data Management

• Provide support to Desk officers in the administration and management of GOAL’s portfolio of grants or other country programme related tasks
• Lead on operational data management for the countries/region supported
• Support the Desk Officer in developing donor submissions (concept notes, proposals, reports, amendments).

Information Management

• Providing support to Desk Officers to improve integrity and ensure the Grant Management System is up to date
• Support the maintenance of key departmental systems including the internal SharePoint page and grant management system.
• Manage and input data into GOAL’s key systems, including grants management system

Coordination and Representation

• Support the desk team on any donor coordination, communication and representation needs
• Lead on donor portal management for the region, supported by the Desk Coordinator (DC)
• Support on any business development strategies with FBD and other key stakeholders
• Coordinate bilaterally and across departments on projects to ensure alignment and efficiency.

Operational Process Management

• Work with the Communications Department and country programme teams to develop and submit high quality case studies, stories of change or success stories and media input.
• Emergency support - Providing general support for Desk during emergency response, including sitreps and GMS support.
• Support management of Partnership data, reporting, and contracts.
• Lead on regional documentation management, administration and filing across all GOAL systems

MINIMUM REQUIRED PROFILE

Professional Studies:

• Professionals in Business Administration, Project Management, or related fields.

 Professional experience:

• Some previous experience working in an INGO either in a field-based or HQ role.
• Good understanding and or relevant experience in the core job responsibilities noted above including: Grant and Data Management, Information Management, Coordination and representation, and Operational Process Management.
• An understanding of GOALs mission, values and strategy
• Adept in Microsoft Applications like Word, Excel, PowerPoint, etc.
• Fluency in English and Spanish with excellent writing and analytical skills.

 Desired competencies:

• Demonstrable knowledge and experience of major institutional donors (USAID, ECHO, Irish Aid, FCDO, UN agencies), including familiarity key donor priorities, compliance, monitoring and evaluation guidelines.
• Good knowledge and experience of GOAL’s thematic programmes or sectors (including health, nutrition, wash & resilience), and/or donors (including USAID, ECHO, FCDO and Irish Aid)
• Experience with Dynamics 365, SharePoint, Power BI, and grant management systems.
• Fluency in French

COORDINATION

• The professional will coordinate with the Regional Director.

RESOURCES

1. The incumbent will receive logistical support (computer) and transportation, when required for project activities.
2. The employee will have a physical space available to work in the GOAL office.
