About the role:

The Health & Safety Operations Manager (Energy) plays a key role within the London Energy (LEL) HSQE team, promoting health and safety best practice across LEL operations and key CDM projects. Working closely with the Head of HSE, the postholder will help shape a positive safety culture, drive performance improvement, and ensure ongoing legal compliance.

This role acts as LEL’s subject matter expert for energy operations, providing specialist support, guidance and assurance across all operational activities. The postholder will also advise the Executive Team and wider business to enable the safe and successful delivery of the HSE business plan and organisational objectives.

When required, the Health & Safety Operations Manager (Energy) will represent LEL in meetings with the North London Waste Authority (NLWA), reporting on performance, incident investigations, actions and other HSE-related data.

  • Lead, manage and develop the Operations H&S team, providing direction, oversight and performance management.
  • Drive long-term H&S strategy, governance, and continuous improvement across Operations, ensuring full compliance with legislation, CDM requirements, industry standards and company policies.
  • Partner with operations, maintenance and construction teams—plus all contractors—to ensure safe working practices, review RAMS, manage risk, and coordinate activities without conflict.
  • Lead high-level risk assessments, audits, incident investigations and root-cause analysis, embedding lessons learned and proactive controls across the business.
  • Promote a strong, positive safety culture, delivering training, inductions, performance reporting and behavioural safety initiatives.
  • Provide expert H&S advice to LEL and stakeholders, contributing to policy development, management system reviews, and external regulatory and industry engagement.
  • Oversee safe operations of LEL sites (including construction and Energy Centre activities), monitoring compliance, managing contractor safety, and ensuring effective hazard mitigation and budgetary control.

Requirements

  • Excellent knowledge of HSE legislation, including CDM.
  • HSQE role model with practical experience of embedding positive safety culture.
  • Experienced in managing multiple contractors.
  • Effective communicator with ability to influence desired outcomes.
  • Minimum of 10 years in a HSQE role
  • Minimum of 6 years practical experience in heavy plant/ industrial operations. Waste to Energy experience an advantage.
  • Effective decision maker and able to work autonomously and to prioritise commitments and manage time efficiently.
  • NEBOSH National Diploma in Occupational Health and Safety (or equivalent).
  • Working knowledge of ISO Standard 45001, 14001 & 9001.
  • IT and computer literate.  Experience working within d365 an advantage.
  • Project management experience an advantage.
