Position Summary

The Head of HR & Administration Europe is responsible for leading the Human Resources and Administration function across the European region. The role holds regional functional ownership for HR operations, people management practices, and administrative services, ensuring alignment with global HR strategy while adapting policies and processes to regional business and regulatory requirements.

This role provides strategic and operational leadership across core HR disciplines, including compensation and benefits, performance management, talent development, payroll, employee relations, and organizational effectiveness. The Head of HR & Administration ensures compliance with applicable labour, tax, and social security regulations, drives process standardization and continuous improvement, and supports business leaders in building a high-performing organization.

The position combines functional leadership, people leadership, and operational oversight, translating global HR direction into effective regional execution while supporting business growth and organizational development.

Reports to Vice President Europe


Major Responsibilities

Regional HR & Administration Leadership

  • Lead and manage the HR and Administration function across Europe, ensuring consistent service delivery and compliance with company policies and legal requirements
  • Design, implement, and continuously optimize HR policies, procedures, and internal processes in line with legal compliance and market best practices
  • Oversee payroll management, employee outsourcing arrangements, HR data management, and tax and social security matters
  • Ensure effective office operations and administrative management across locations, including process optimization and internal coordination


People Strategy & Organizational Development

  • Provide solutions in compensation and benefits, performance management, learning and development, and talent review processes
  • Analyse market data, workforce trends, and business needs to enhance organizational effectiveness and workforce planning
  • Support leadership teams in talent management, succession planning, and organizational development initiatives
  • Promote a consistent performance-driven and compliant people management culture across the region


Business Partnership & Stakeholder Management

  • Work closely with the Vice President Europe to support regional people strategy and ensure alignment with overall business objectives
  • Partner with HR Business Partners and global HR teams to implement headquarters or group-level HR initiatives within the region
  • Act as a key HR advisor to business leaders and headquarters stakeholders on organizational, people, and compliance matters
  • Provide guidance on complex employee relations, performance management, and organizational change topics


Governance, Compliance & Process Management

  • Ensure compliance with European labour laws, tax regulations, social security requirements, and internal governance standards
  • Establish and maintain standardized HR processes, documentation, and reporting practices across the region
  • Monitor HR operational performance, identify risks, and implement corrective actions where necessary
  • Drive continuous improvement initiatives to enhance efficiency, service quality, and employee experience


Financial & Administrative Management

  • Hold responsibility for HR and administration budget planning, cost control, and resource allocation
  • Monitor HR-related expenditures and ensure financial discipline and transparency
  • Support business planning through workforce cost forecasting and headcount planning


Performance Indicators

  • Compliance with labour, tax, and social security regulations across the region
  • Delivery and effectiveness of HR services and administrative operations
  • Organizational capability and workforce readiness aligned with business plans
  • Employee engagement, retention, and organizational capability development
  • Timeliness and accuracy of payroll, HR data, and reporting processes
  • Implementation and adoption of HR policies and organizational initiatives
  • Budget adherence and cost management performance
  • Stakeholder satisfaction with HR and administrative support

Your profile


Required Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Law, Psychology, or a related field
  • 10–15 years of professional experience in Human Resources, Administration, or related functions, including proven leadership responsibility in a regional or multi-country environment
  • Demonstrated experience in managing HR operations, payroll, employee relations, and compliance within complex organizational structures
  • Strong understanding of European labor law, employment practices, and HR governance frameworks
  • Experience working in an international or matrix organization is strongly preferred
  • Fluency in English and Chinese at professional working proficiency level (C1) is mandatory
