Global Markets Trade and Communications Surveillance Quality Assurance Specialis

The Market Integrity (MI) Domain and Practices APAC comprises several operating units, including Monitoring and Surveillance, Control Room, MI Framework, and GBFR. These teams are distributed across APAC, with main hubs in Singapore, Hong Kong, and Japan, and support from India and Lisbon for various monitoring and surveillance functions.

The MI APAC Monitoring and Surveillance (M&S) teams in Singapore, Hong Kong, and Japan are responsible for monitoring and surveillance of CIB (Global Markets, ALMT, Global Banking and Securities Services (2S)) and IFS (Wealth Management) businesses within APAC. The Front Office Conduct Surveillance (FOCS) team, as part of the target operating model (TOM) on CIB, performs the majority of 1LOD controls.

The Quality Assurance (QA) role is integral to the oversight of the CIB Market Surveillance framework, contributing to the continuous improvement and reinforcement of the monitoring process for both Lines of Defence (FOCS Team/1LOD and M&S team/2LOD). The QA team supports the CIB Surveillance program by re-performing controls to review FOCS and M&S’s evaluations of their investigations on trade and communications alerts, ensuring compliance with bank policies, procedures, standards, and regulatory requirements.

Key Responsibilities

- Conduct targeted Quality Assurance (QA) reviews on first line of defence (FOCS team/1LOD) and second line of defence (M&S team/2LOD) to assess and review compliance with legal, regulatory, and internal Bank policy requirements.
- Escalate potential issues and exception items identified during the review process to the Head, Quality Assurance APAC for further discussion and investigation if necessary.
- Prepare and distribute reports to Senior Compliance Management detailing review findings and recommendations, and report on significant activities conducted and planned for the upcoming period.
- Anticipate regulatory requirements as exemplified in regulatory actions and guidance, ensuring these requirements are met within the APAC surveillance program and implementing compensating controls to manage risk.
- Ensure APAC M&S procedures are enhanced to formalize local controls in alignment with Group requirements, including the gathering and evidencing of supporting documentation.
- Collaborate with colleagues across FM/MI and other Compliance teams on transversal quality control and assurance-related initiatives.
- Propose, develop, and execute new reviews to address emerging trends and identify red flags within the surveillance program.
- Mitigate risks of exposure through process change proposals and escalation of recommendations within APAC M&S through MI Management.
- Contribute to working groups focused on enhancing controls and the quality of the market surveillance program.
- Assist the Head, Quality Assurance APAC with examinations by the Bank’s regulators and internal auditors/IG.
- Assist the Head, Quality Assurance APAC with the monitoring and resolution of IG issues.
- Conduct investigations and projects as deemed necessary by M&S/MI Management.
- Execute the CIB Surveillance Permanent Challenge framework for 1LOD/2LOD in APAC.

Experience and Qualifications Required

- University graduate with a major in Accounting, Business Administration, Economics, Finance, Law, or equivalent qualification.
- Prior experience in CIB activities and Financial Markets.
- 5-7 years of experience in the Front Office, Middle Office, or related Control, Audit, or Compliance background relating to Global Markets trading activities or Investment Banking activities.
