The Role
The General Manager (GM) for our Whole-of-State is accountable to turn our Whole-of-State (WoS) framework into a repeatable revenue program. They own the WoS commercial strategy end-to-end: standardize offers, build and run GTM motions, grow pipeline, shape and close multi-year, multi-stakeholder deals, and expand landed footprints across large state ecosystems. You will report directly to the CRO on bookings/ARR, while partnering with the EVP of Services to ensure delivery scales and revenue retention. This is a senior, cross-functional builder role with ownership of program P&L bookings, ARR, and expansion.
What you’ll do
- Develop and execute a comprehensive government affairs strategy to advance the company’s goals and interests at local and national levels.
- Build relationships with government clients to understand their cybersecurity needs, business risks, and desired outcomes.
- Create brand awareness through engagement and influence at national events. Examples may be positioning for speaking engagements, webinars, and/or showcasing solutions.
- Actively engage with advisory industry boards to understand key challenges and collaborate with internal / external stakeholders to position NuHarbor as a thought leader and/or create opportunities to position solutions.
- Monitor Federal/SLG grant landscape and consult with internal teams to ensure NuHarbor is positioned to advise our clients how to benefit from any grants and policy changes.
- Monitor the cybersecurity legislative landscape and provide updates to clients and internal stakeholders.
- Conduct research and analysis to identify opportunities for business or services expansion based on plans and needs of State and Local Governments or policy changes.
- Maintain current knowledge of cybersecurity fundamentals and technical knowledge of our products and services.
- Go To Market (GTM) responsibilities include:
- Own WoS bookings/ARR target and program P&L
- Build 12–18-month GTM plan: ICPs, routes to market, demand waterfalls, territory & account plans, partner attach, comp levers.
- Build Ecosystem & Alliances Sales partnerships and pipeline
- Be the external face of WoS on keynotes, panel discussions, press quotes and case studies.
- Align with the delivery team to win and renew WoS and protect gross margin and renewals.
Your foundation. The requirements for this role:
- Bachelor’s degree in business, IT, cybersecurity, or related field.
- In lieu of a degree, two (2) years of experience in a related field
- 15+ years in cybersecurity with progressive revenue leadership (services or productized services).
- 10+ years selling into State, Local Government, or Higher Education (or clearly comparable multi-entity public-sector experience).
- Proven ownership of $25M+ annual program revenue/P&L; consistent success closing 7–8 figure multi-year deals.
- Deep SLED mechanics: procurement/RFP, grant alignment (SLCGP), cooperative contracts, state vehicles, and budget cycles.
- Demonstrated ability to standardize offers, build GTM, and enable field teams to sell complex services at scale.
- Executive presence with public-sector leadership (Governor’s office, State CIO/CISO, cabinet agencies, higher-ed boards).
- Proven experience partnering with Alliances: built co-sell plays with OEMs/SIs; negotiated teaming agreements and MDF.
- Demonstrated experience with accountability for operational rigor: forecast hygiene, pipeline inspection, stage definitions, pricing discipline, and margin management.
Additional capabilities that will differentiate you for this role:
- Prior Whole-of-State or multi-jurisdiction shared-services experience (SOC-as-a-Service, MDR, IR retainers, identity, awareness, etc.).
- Familiarity with NIST CSF 2.0, CIS Controls, statewide risk frameworks, and operational collaboration with fusion centers/EOCs.
- Certifications: PMP/PgMP, ITIL, CISSP/CISM, or MBA.
- Prior experience advising executive stakeholders, including CISOs, CIOs, and Boards, on cybersecurity strategy, risk, and program development.
- Strong verbal and written communication skills, including the ability to simplify the complex for different stakeholders and audiences.
Base Salary for this role is targeted at $180,000 - $xxx,000 annually. *Salary based on Burlington, VT salary data. Offer is based on candidate geography.
