Fractional Human Resource Implementation Consultant (People & Culture) 
Engagement Overview 
The Fractional Human Resource Implementation Consultant provides tactical, hands‑on execution support across People & Culture initiatives while serving as a trusted implementation partner and mentor to internal HR leaders and Sr. People & Culture Client Advisors (CAs). 
This role is designed for a highly experienced HR practitioner who can independently receive and complete requests, identify system and process gaps, and drive initiatives from concept through execution, while elevating internal capability through coaching and knowledge transfer. 
This is a fractional / contract role, focused on delivery, enablement, and operational maturity. 
Key Responsibilities 
Tactical HR Implementation & Execution 
  • Receive, prioritize, and independently execute assigned People & Culture requests and initiatives. 
  • Provide hands‑on implementation support across HR programs, processes, and systems. 
  • Translate strategic objectives into executable project plans, workflows, and deliverables. 
  • Partner with internal stakeholders to ensure timely, compliant, and effective implementation. 
Initiative Leadership & Enablement 
  • Serve as a resource and mentor to project plans, initiative leads, and cross‑functional partners. 
  • Support the planning, execution, and stabilization of HR initiatives, including pilots and rollouts. 
  • Ensure initiatives are operationally sound, scalable, and aligned to the People & Culture operating model. 
Systems & Process Optimization 
  • Identify gaps, inefficiencies, or risks in HR systems, workflows, and service delivery models. 
  • Deliver clear, actionable recommendations for process improvement and system optimization. 
  • Execute approved enhancements, including documentation, configuration support, and change enablement. 
  • Partner with HRIS, Shared Services, and external vendors as needed. 
Training & Capability Building 
  • Train and mentor Senior People & Culture Client Advisors (Sr. P&C CAs) on the elevated Sr. P&C operating model. 
  • Develop and deliver practical training, job aids, and implementation playbooks. 
  • Support capability uplift in areas such as case management, consultative advising, and complex issue resolution. 
  • Model best‑in‑class HR practices and decision‑making. 
Stakeholder Partnership & Communication 
  • Act as a trusted advisor to People & Culture leaders and business partners. 
  • Provide clear status updates, risk identification, and implementation insights. 
  • Ensure strong alignment between strategy, execution, and employee experience. 
  
Required Qualifications 
  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or related field (or equivalent experience). 
  • 10+ years of progressive experience in Human Resources, People & Culture, or HR Consulting. 
  • Demonstrated success in hands‑on HR implementation, not just strategy design. 
  • Strong experience across multiple HR domains (e.g., employee relations, HR operations, talent, benefits, compliance, shared services). 
  • Proven ability to work independently, manage competing priorities, and deliver results in a fractional or consulting capacity. 
  • Experience mentoring or training senior HR professionals or client advisors. 
  • Strong written and verbal communication skills. 
  
Preferred Qualifications 
  • Experience operating within or supporting HR Shared Services / Client Advisor models. 
  • Familiarity with HRIS and case management platforms (e.g., ADP, ServiceNow, UKG, JobVite). 
  • Experience supporting organizational change, operating model transitions, or HR transformations. 
  • SHRM‑CP, SHRM‑SCP, SPHR, or similar certification. 
  • Prior fractional, interim, or consulting experience.
