WUSC is currently looking for a Finance & Administration Officer to provide high-quality financial management, administrative coordination, and operational support for the P2S (Pathways to Scale) project in Nigeria. 



BACKGROUND

WUSC is a Canadian non-profit organization working to create a better world for all young people. We bring together a diverse network of partnerships with governments, businesses, civil society organizations and academic institutions who share this vision. Together, we develop solutions in education, economic opportunities, and empowerment to overcome inequality and exclusion for youth around the world, particularly young women and young refugees. WUSC currently works in over 25 countries across Africa, Asia, the Middle East, and the Caribbean, with an annual budget of approximately CAD $65 million. We have 300 global staff collaborating with funding partners such as Global Affairs Canada, the UK Foreign, Commonwealth & Development Office
(FCDO), the World Bank, the Asian Development Bank, the Mastercard Foundation, and the African Development Bank to implement development projects across the globe.

The Pathways to Scale (P2S) Project in partnership with the Mastercard Foundation and Seedstars aims at scaling market-driven solutions that enhance livelihoods of young women, more so young rural women, through enterprise. Implemented across Ethiopia, Ghana, Nigeria and Rwanda, P2S works in partnership with local ecosystem actors to scale impactful enterprises that have the potential to scale and create employment for young rural women. The project focuses on strengthening organizational capacity, promoting innovative approaches, and creating sustainable pathways that enable young women to access skills, opportunities, and resources needed to thrive in evolving labor markets.



RESPONSIBILITIES

Under the supervision of the Finance Manager,
the Finance and Admin Officer for the WUSC Nigeria P2S Project provides comprehensive financial, administrative, and operational support to ensure the smooth running of the country office. Key responsibilities include supporting the preparation and monitoring of project budgets, assisting with cash flow tracking, performing bank reconciliations, reviewing payment and expense documents, contributing to monthly financial reporting, and assisting with audit preparations. The role also provides administrative and operational support, including procurement assistance, coordinating travel and event logistics, maintaining asset and inventory records, supporting the filing of statutory and regulatory returns, managing office operations and service contracts, assisting with basic HR administrative tasks, and ensuring proper documentation and record-keeping.



Financial Responsibilities

Budgeting, Financial Planning & Reporting

  • Support the Kigali-based Finance Manager and P2S Country Team in annual budgeting, quarterly forecasts, and activity-based budget monitoring.
  • Track project expenditure against approved budgets, flag variances, and recommend remedial actions.
  • Prepare monthly financial reports and submit complete financial packages to Kigali for consolidation and review.
  • Assist in partner financial monitoring, document reviews, and due diligence follow-up.

Cash & Bank Management

  • Maintain an updated Nigeria Office bank file, ensuring accurate filing of account mandates, statements, and correspondence.
  • Prepare monthly cash advance requests ensuring sufficient liquidity for field activities.
  • Monitor advance retirements and ensure timely clearance in line with WUSC policy.
  • Perform month-end bank reconciliations and ensure that reconciliations are reviewed and approved.

Transaction Processing & Internal Controls

  • Review payment requests, supplier invoices, travel expense reports, and procurement files for accuracy, completeness, and compliance with WUSC policies.
  • Process payments only upon full approval and verification of supporting documents.
  • Ensure all original supporting documents are properly filed, archived, and available for reference or audit.
  • Support preparation of payroll inputs, statutory deductions, payment schedules and other regulatory requirements.

Audit, Compliance & Donor Requirements

  • Support internal and external audits by preparing schedules, documentation, and responding to audit queries.
  • Ensure compliance with donor-specific financial and procurement regulations under the P2S Project.
  • Assist in maintaining updated finance SOPs and recommend improvements to internal control processes.

Office Administration & Operations Responsibilities

Office Administration & Logistics

  • Manage day-to-day administrative operations of the WUSC Nigeria Office, ensuring efficient workflow and office functionality.
  • Oversee office supplies, assets, equipment maintenance, and service contracts (internet, utilities, cleaning, security).
  • Maintain an updated asset register, inventory records, and support annual asset verification processes.

Travel & Events Coordination

  • Coordinate staff and consultant travel including flight bookings, accommodation, airport pickups.
  • Support the organization of project events, workshops, and training sessions including venue booking, participant registration, and logistics management.

Procurement Support

  • Work with the Procurement/Finance Manager to initiate and document procurement processes in line with WUSC procurement thresholds and guidelines.
  • Prepare RFQs, quotations analysis, and vendor evaluation forms as required.
  • Ensure procurement documents are complete and properly filed.

Human Resources & Office Support

  • Support HR administrative tasks such as maintaining staff leave tracker, updating personnel files, coordinating recruitment logistics, and organizing onboarding sessions.
  • Manage service providers and consultants by ensuring contract completeness, deliverables tracking, and payment processing documentation.

Compliance & Record Management

  • Ensure all administrative documentation (leases, service contracts, insurance, office permits, registration documents) is up to date and securely stored.
  • Support implementation of safety, security, and safeguarding protocols.

Work environment

  • Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust, respect and safety.  
  • Ensure high standards of prevention and response measures for SEAH are in place consistent with the WUSC's safeguarding policies and WUSC's Code of Conduct. 



QUALIFICATIONS AND COMPETENCIES

Education and Experience

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field; 
  • Professional certification such as ACCA, CPA or an equivalent designation is considered an asset.
  • Minimum of 3 years of progressive experience in finance, grants management, or related functions within INGOs or development organizations.
  • Demonstrated experience in budgeting, financial reporting, donor compliance (e.g., MasterCard, CIDA, EU, USAID, etc.), and the use of financial systems will be considered an added advantage.
  • Experience providing support to office administration, procurement processes, and logistics coordination.

Competencies

  • Strong analytical, organizational, and problem-solving skills.
  • Excellent communication and interpersonal abilities, with the capacity to work effectively in a multicultural environment.
  • High level of integrity, accuracy, and attention to detail.
  • Proficiency in MS Excel and financial software; experience with Sage is an advantage.
  • Ability to maintain organized digital and physical filing systems and ensure reliable documentation management.
