The Fiber Network Engineer is responsible for the strategic planning, design, and management of the City’s fiber optic communication infrastructure. This role oversees the full lifecycle of the network from initial route planning and capital project management to system maintenance and staff supervision. The Engineer ensures a redundant, secure, and high-performance network that supports city operations, emergency services, and public utilities.

Key Responsibilities

  • Design and implement complex fiber architectures, including point-to-point, ring, and path-diverse routing. Conduct site surveys, network modeling, and analysis to optimize fiber facilities and ensure system reliability.
  • Lead capital improvement projects, including scoping, budgeting, and procurement.
  • Lead consultant selection, design review, permitting, contract administration, and construction oversight.
  • Oversee the installation, repair, and renewal of fiber infrastructure. Diagnose system failures, coordinate emergency repairs, and provide technical support to field personnel and Information Technology teams.
  • Manage service agreements, leases, and contract negotiations with partner agencies and vendors. Develop long-term strategic plans and ensure all work adheres to local, state, and federal regulations.
  • Maintain detailed engineering documentation, including as-built drawings, schematics, and fiber databases. Prepare comprehensive project reports and monitor equipment inventory.
  • Supervise the fiber optic workgroup, including hiring, training, and performance evaluations. Collaborate with city departments, developers, and regulatory agencies to integrate fiber with other city infrastructure (SCADA, radio, etc.).
  • Candidates Must be able to work a Hybrid schedule, with the on-site location being 301 King Street, Alexandria, VA.
  • Degree in Engineering, Telecommunications, or a related field.
  • Minimum of 5 years of professional experience in fiber optic design, implementation, and project management.
  • Deep understanding of fiber optic transmission systems, outside plant (OSP) design, and network architecture. Proficiency in design software and database management.
  • Proven ability to manage multidisciplinary teams, contractors, and large-scale budgets.
  • Excellent written and verbal communication skills for negotiating contracts and presenting technical data to stakeholders.
  • Strong problem-solving abilities with a focus on network optimization and troubleshooting complex system failures.
