Our public sector client is seeking an experienced FHIR Specialist to serve as the FHIR design authority on a programme modernising data interoperability within the Child Welfare domain. The successful candidate will lead information modelling, semantic mapping, and design governance for FHIR-based solutions, working closely with clinical, technical, and business stakeholders to enable secure, scalable, and standards-compliant health information exchange.
This role is central to ensuring that FHIR resources, profiles, and extensions are designed consistently, documented clearly, and reusable across multiple downstream consumers.
Key Responsibilities
Information Modelling & Mapping
Work with source system SMEs to interpret business requirements and identify appropriate FHIR resources, profiles, and extensions
Perform data mapping from Child Welfare source systems to the FHIR data model
Design and govern FHIR standards, profiles, extensions, and value sets
Define consistent, reusable conventions for how FHIR resources are structured, related, and used across multiple use cases and consumers
Act as the FHIR design authority, making and documenting modelling decisions and trade-offs
Produce clear FHIR modelling, mapping, and design documentation suitable for technical and non-technical audiences
Communicate FHIR modelling decisions effectively to architects, developers, and business stakeholders
FHIR Integration & Interoperability
Define and apply FHIR metadata, tags, or classifications to support security, privacy, and access control decisions across multiple downstream consumers
Define and manage FHIR profile and extension versioning to support change without breaking consumers
Design FHIR representations and usage conventions that are reusable and consistent across multiple downstream applications
Support and troubleshoot end-to-end FHIR data flows
Microsoft FHIR Ecosystem
Work with or validate designs involving Microsoft's FHIR solutions (e.g., Azure Health Data Services FHIR service)
Participate in discussions with Microsoft on AHDS FHIR capabilities and design validation
General
Ensure solutions meet privacy, security, and compliance requirements (PHIPA / HIPAA, as applicable)
Collaborate with architects, developers, clinicians, and policy teams
Support testing, validation, and troubleshooting of interoperability workflows
Contribute to documentation and knowledge transfer activities
5+ years of experience working with healthcare interoperability standards
Strong hands-on experience with HL7 FHIR (R4)
Deep understanding of HL7 FHIR (R4) semantics, constraints, and best practices for resource relationships, cardinality, identifiers, and coding
Strong capability in FHIR-based information modelling and semantic mapping
Deep understanding of FHIR JSON formats to communicate technical requirements to architects and developers
Experience with FHIR profiling, extensions, and value sets
Ability to produce clear FHIR modelling, mapping, and design documentation suitable for technical and non-technical audiences
Experience designing FHIR representations and usage conventions that are reusable and consistent across multiple downstream applications
Experience acting as a FHIR design authority, making and documenting modelling decisions and trade-offs
Experience working in public sector or regulated healthcare environments
Strong communication skills and ability to work with non-technical stakeholders
