We are looking for a Federal Capture Manager to join our team. In this role, you will lead individual federal capture efforts across the opportunity lifecycle, from early shaping and capture planning through proposal support, award support, and handoff to delivery. This is an individual contributor role for someone who brings strong federal proposal experience, thrives in long-cycle and cross-functional pursuits, and can create structure and momentum across complex opportunities.

You will work closely with Mark43’s broader team of Proposal Managers and take ownership of federal proposal efforts tied to your assigned pursuits. In parallel, you will provide continuity across longer-term federal capture activities by developing and maintaining Capture Management Plans, partnering with Federal Account Managers and the VP of Federal, and helping manage opportunities from inception to contracting. This role also helps identify funding paths, acquisition strategies, partner alignment, and the signals that shape thoughtful, well-coordinated federal pursuits.

What You’ll Do

If you were part of our team last week, here are some things you would have done:

  • Led capture activities for an assigned federal opportunity, aligning internal stakeholders around win themes, procurement pathway, timeline, and next steps
  • Developed and maintained a Capture Management Plan for an individual pursuit, including stakeholder mapping, acquisition milestones, funding signals, partner strategy, and proposal readiness activities
  • Reviewed a federal solicitation package, interpreted requirements, and translated them into a compliant proposal plan with owners, deadlines, and review milestones
  • Act as Coach and Player with Proposal Managers, Federal Account Managers, subject matter experts, and executive stakeholders to develop and coordinate content, strategy, and submission activities across a live federal pursuit
  • Owned the end-to-end development of a federal proposal for assigned opportunities, including scheduling, writing, editing, organizing reviews, ensuring responsiveness, and preparing final deliverables for submission
  • Worked with the VP of Federal and account leaders to assess opportunity quality, competitive posture, incumbent dynamics, and likelihood of award before advancing a pursuit
  • Identified likely acquisition and funding paths by reviewing agency signals, prior procurement activity, and early-stage market intelligence to support capture strategy for a specific opportunity
  • Coordinated with internal and external partners on teaming, content inputs, and pursuit alignment to strengthen Mark43’s position in competitive federal opportunities
  • Synthesized information from SAM.gov, contract history, prior awards, and federal account research into capture-ready artifacts that improved decision-making and pursuit planning
  • Supported post-submittal activities, lessons learned, and transition planning to ensure continuity from capture and proposal through contracting and handoff to the delivery team

What You’ll Need

We’re looking for a Federal Capture Manager with meaningful experience supporting and leading individual federal capture efforts and preparing federal proposals in a government, GovTech, SaaS, or mission-driven technology environment. This experience matters because the role requires strong judgment across both near-term proposal execution and longer-term capture planning, often with multiple stakeholders, formal procurement rules, and extended timelines.

You should also bring:

  • Experience preparing, managing, and submitting federal proposals in response to RFPs, RFIs, RFQs, Sources Sought, or related federal procurement requests
  • Experience supporting or leading capture activities for individual federal opportunities
  • Strong familiarity with the federal acquisition lifecycle and an understanding of how opportunities evolve from early shaping through solicitation, award, and transition
  • Demonstrated ability to lead complex, cross-functional proposal efforts and keep teams aligned under deadline pressure
  • Experience developing or supporting Capture Management Plans, account strategies, or pursuit plans for federal opportunities
  • Ability to interpret solicitation requirements, drive compliance, and translate procurement language into clear action plans for internal teams
  • Strong writing, editing, and communication skills, with the ability to produce clear, compelling, and well-organized proposal content
  • Experience partnering with sales, business development, account management, product, delivery, and executive stakeholders in support of federal pursuits
  • Practical understanding of federal market intelligence and research tools such as SAM.gov, FPDS, USASpending, GovWin, GovSpend, Fedmine, Federal Compass, or similar tools
  • Strong organizational and project management skills, with the ability to manage multiple opportunities and timelines simultaneously
  • High degree of professionalism, discretion, and accountability when handling sensitive pursuit information
  • Passion for supporting public safety, government modernization, and mission-critical technology
  • Bachelor’s degree preferred
  • Shipley, APMP, PMP, or related training and certification preferred

Mark43 is a remote-friendly company. For this role, we welcome candidates from across the continental U.S., with preference for candidates based in or near the Washington, D.C. metro area given the nature of federal customer engagement, events, and partnership activity. Occasional travel for federal meetings, conferences, and internal planning sessions is expected.
