Export Control Specialist

TLDR

Support the export compliance program through detailed analysis of transactions and regulatory research, assisting with compliance assessments and maintaining detailed documentation.

The Export Control Analyst will support our export compliance program by conducting detailed analysis of export transactions, performing regulatory research, and assisting with compliance assessments. This role focuses on the analytical aspects of export control compliance, including data analysis, regulatory interpretation, and supporting documentation review under the guidance of senior export control professionals

Duties and Responsibilities:

  • Review proposed transactions for applicable license, exceptions, or exemptions under the EAR, OFAC and ITAR.
  • Assist in the preparation and submission of export license applications and CCATS requests to the Bureau of Industry and Security (BIS)
  • Support the maintenance of license records, expiration tracking, and utilization logs in accordance with regulatory requirements.
  • Conduct preliminary ECCN classifications under the Commerce Control List (CCL) and support USML category determinations under the ITAR.
  • Coordinate with engineering, product management, and legal personnel to gather technical data necessary for classification analyses.
  • Maintain and update the company's product classification database; escalate complex or novel classification questions to senior compliance staff.
  • Perform screening of third-parties against applicable denied-party and sanctioned lists using the company's compliance screening tools.
  • Escalate potential matches for further review and maintain documentation of screening results.
  • Assist in the review of import and export documentation, including Shipper's Export Declarations (EEI/AES), commercial invoices, and entry summaries for accuracy and regulatory compliance.
  • Coordinate with freight forwarders and customs brokers to resolve filing discrepancies.
  • Support in the development and delivery of trade compliance training materials for internal stakeholders, including Export Compliance Coordinators across assigned business units.
  • Respond to compliance inquiries from employees, providing guidance consistent with company policy and applicable regulations.
  • Maintain organized compliance files and records in accordance with applicable retention schedules under the EAR (5-year), ITAR (5-year), and CBP (5-year) requirements.
  • Support internal audits and compliance assessments as directed.
  • Support in the development, implementation, dissemination, and maintenance of internal compliance procedures
  • Support key trade compliance initiatives and projects as required.
  • Maintain expertise in international trade regulatory areas i.e. EAR, ITAR, CBP, FTR, OFAC, FTA, and global trade regulations.

Requirements

  • 5+ years of work experience of export control regulations EAR, OFAC, ITAR) and operations
  • Bachelor’s Degree in International Business or related field
  • Knowledge of international trade documentation, shipping processes, and Incoterms
  • Strong analytical and research skills
  • Working knowledge of item classification (EAR ECCN, USML Category, HTS, and Schedule B)
  • High level of personal integrity, as well as the ability to professionally handle confidential matters, and show an appropriate level of judgment and maturity
  • Experience with AES, ACE, SNAP-R and screening tools (e.g. OCR Ease, Visual Compliance).
  • Proficiency in MS Word, Excel, PowerPoint, Visio

Preferred Qualifications:

  • Knowledge of encryption controls
  • Familiarity with technical product specifications and engineering drawings
  • Knowledge of EU dual-use and BAFA export control regulation
  • Previous experience in manufacturing environment

Benefits

The starting pay range for this position is $73,000 to $88,000 per year however, the base pay offered may vary depending on the level of the position, skills, experience, job-related knowledge, and location.
