Summary:
The ESA Programs Manager will own ABCmouse’s end-to-end Education Savings Account strategy across the United States. This is a hybrid operational and growth marketing role requiring deep familiarity with ESA program mechanics, state-by-state approval processes, and the platforms that administer funds (e.g., ClassWallet, Odyssey, and state-specific systems such as Step Up For Students).
This role is a hands-on owner position, not an advisory or support role.
This role has two key responsibilities:
1.ESA Growth & Marketing – Actively grow awareness, usage, and enrollment within approved ESA states through targeted community engagement and performance marketing.
2.ESA Operations & Expansion – Ensure ABCmouse is approved, onboarded, and operationally optimized across current and emerging ESA programs.
This role is ideal for someone who has already worked across multiple ESA programs and platforms and understands both the compliance realities and growth levers of the space.
Responsibilities:
ESA Growth & Marketing
Develop and execute a state-specific growth strategy for ESA-approved markets where ABCmouse currently has a limited footprint.
Actively engage with ESA and homeschool communities to educate families on how to use ESA funds for ABCmouse.
Partner with internal marketing teams to test and scale paid search and SEO campaigns targeting ESA-eligible families
Identify and test non-traditional growth channels unique to ESA ecosystems.
Track performance metrics related to awareness, enrollment, and revenue by state and program.
ESA Operations & State Expansion
Own ABCmouse’s participation in all current and future ESA programs nationwide.
Manage vendor approval applications, renewals, audits, and compliance requirements across multiple states.
Lead onboarding and integrations with ESA fund administrators, including: ClassWallet, Odyssey, State-specific platforms (e.g., Step Up For Students – Florida)
Proactively track upcoming ESA launches and expansions (e.g., Texas and other emerging states) and ensure ABCmouse is prepared to apply and go live as early as possible.
Maintain clear documentation of requirements, timelines, and operational status by state.
Identify operational bottlenecks and continuously improve internal ESA processes.
Cross-Functional Collaboration
Work closely with: Growth Marketing and Social teams, Legal and Compliance, and Customer Support
Provide internal guidance on ESA rules, messaging constraints, and best practices.
Act as the internal subject-matter expert on all things ESA-related
Qualifications:
Direct experience working with Education Savings Account (ESA) or school choice programs.
Demonstrated experience across multiple states and multiple ESA programs.
Hands-on experience required with ESA fund platforms, including: ClassWallet, Odyssey (strongly preferred), and State-specific systems (e.g., Step Up For Students)
Proven ability to independently manage complex application and approval processes.
Strong understanding of ESA compliance, reimbursement, and payment workflows.
Experience engaging homeschool and ESA parent communities.
Ability to balance operational rigor with creative, grassroots marketing tactics.
Highly organized, self-directed, and comfortable operating with minimal oversight.
Preferred Qualifications:
Experience at an edtech company serving ESA-funded families.
Background in growth marketing, community marketing, or partnerships within education.
Familiarity with upcoming ESA legislation and national school choice trends.
Experience launching new states or programs from zero to live
Total Compensation:
The estimated salary range for a new hire in this position is $80,000 USD to $110,000 USD. Salary may vary depending on job-related factors, including knowledge, skills, experience, and location.
