Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund seek a strategic Director to lead the Technology (IT & Information Security) Portfolio & Project Management Office and reports to the National Director, Office of the CIO. The Technology Strategy & Services (TSS) division provides the strategy and implementation of the Information Technology and Information Security programs that safeguards the data entrusted to Planned Parenthood by its patients, supporters, donors and staff.
Purpose:
The Director, Technology Portfolio & Project Management leads the strategic execution and continuous improvement of the TSS PPMO. This role ensures disciplined delivery across IT and Information Security portfolios while driving operational excellence, accountability, and measurable business value.
The Director is both a strategic leader and hands-on operator, accountable for building a high-performing PMO that fosters collaboration, transparency, and data-driven decision-making. The successful candidate will combine deep PMO expertise with people leadership, business acumen, and the ability to translate complex technology initiatives into actionable outcomes.
As organizational priorities evolve, the National Director, Office of the CIO, may assign new or high-priority projects that require immediate attention. The Director is expected to proactively assess capacity, navigate necessary adjustments to processes or timelines, and mobilize the team to deliver these top-priority initiatives with speed, clarity, and precision while maintaining the PMO’s overall portfolio commitments.
This role is also accountable for leading the transformation of the PPMO into a Value Realization Office — driving strategic alignment, elevating portfolio maturity, and embedding a culture of accountability and measurable impact across the TSS organization.
Delivery:
Leads the strategic execution, governance, and continuous improvement to ensure portfolio performance, delivery discipline, and business value realization across TSS.
Matures portfolio management capabilities and standardizes project management practices across TSS by establishing governance frameworks, fostering results-oriented culture, and measuring performance metrics.
Creates and maintains a TSS Portfolio Dashboard and KPI report to track performance against strategic priorities and milestones.
Oversees and mentors the project managers; holds self and the team accountable, fosters a culture of ownership, professional growth, and delivery excellence, ensures all PM resources are effectively utilized.
Leads and manages high-impact projects/programs including change management and communications that aligns with evolving organizational goals, and provides hands-on program and project management as needed.
Develops and maintains the PPMO library, tools, templates, and processes through proactively identifying opportunities independently and quickly pivoting to support top priority initiatives as needed.
Partners closely with the dedicated Scrum Master and Technology Business Partners to ensure alignment between agile delivery, Scrum team outputs, PPMO governance, and strategic portfolio goals for iterative delivery of value at scale.
Translates TSS priorities into actionable delivery plans and navigates changing demands by adjusting scope, sequencing, and capacity to ensure timely execution.
Balances creativity with practicality; adapts best practices to fit organizational context and maturity instead of applying rigid methodologies.
Anticipates needs and challenges, simplifies processes, removes barriers, and translates ideas into tangible outcomes.
Champions continuous improvement and innovation of PPMO contributes directly to efficiency, value, and impact.

The Director, Technology Portfolio & Project Management plays a vital role in defining and executing the long-term vision of the TSS PPMO. This leader serves as a primary driver in securing organizational buy-in and enabling the transformation of the PPMO into a trusted, value-creating partner across TSS.
Builds credibility as a trusted advisor to senior leadership and forges strong partnerships with Technology Business Partners, Enterprise Applications, Enterprise Architecture, and other cross-functional leaders to ensure alignment, insight-driven decisions, and seamless delivery.

Defines, tracks, and reports KPIs that demonstrate portfolio value realization; synthesizes complex project performance into clear, actionable insights and executive presentations that drive transparency and decision-making.

Knowledge, Skills and Abilities (KSAs):
8+ years of experience in technology portfolio, program, and project management, with demonstrated success delivering complex, cross-functional initiatives required.
Bachelor’s degree required; Master’s degree (MBA or equivalent) or relevant professional certifications highly preferred.
Proven track record in standing up or maturing a technology PPMO, creating clarity from ambiguity, establishing measurable value frameworks, and elevating team capability through coaching and structured development.
4+ years leading and developing teams of technical and non-technical project managers highly preferred. Proven ability to motivate, coach, and hold teams accountable to performance and delivery standards.
A proactive, creative, and execution-minded leader who drives transformation through ownership, innovation, and results. Demonstrated ability to initiate change, simplify complexity, and translate ideas into measurable outcomes.
