The Department of Design and Construction seeks to hire a Deputy Director (Capital Budget) to work within the Finance & Procurement Division. The selected candidate will manage multiple priorities, a staff of professional financial analysts working under tight deadlines and assist in managing the agency’s $7 billion capital budget. Key responsibilities include: building a strong relationship with OMB, DDC project managers, and client agencies to provide all the budget support to get projects delivered quickly and efficiently; providing solutions to budget issues and facilitating communication between all stakeholders, and representing the Budget Director at various meetings. The Deputy Director will manage the program to ensure success in achieving agency goals by monitoring and reporting on the progress of the fiscal year commitment plan for the client agencies in the portfolio. Additional duties include: leading a staff of analysts responsible for initiating Certificates to Proceed (CP) based on the Commitment Plan and reviewing CP requests prepared by staff to ensure that the scope of work is capitally eligible. The selected candidate will ensure that all budget functions are completed in a timely manner including preparation of CP, BCM, RQC1, and FN requests, securing appropriation and obtaining FMS authorizations; and manage ad hoc projects as assigned. In addition, the Deputy Director will approve Budget Code Modifications (BCM) in FMS and supervise staff to secure the appropriation and obtain FM authorizations. The selected candidate will innovate, promote and support new ideas and procedures that will improve business processes as well as explore new tools and methods for increasing the efficiency and effectiveness of operations.

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
