Responsibilities:

  • Review forms and reports, and confer with management and users about format, distribution, and purpose, and to identify problems and improvements.
  • Develops and implements records management program for filing, protection, and retrieval of records, and assure compliance with program.
  • Interviews personnel and conducts on-site observation to ascertain unit functions, work performed, and methods, equipment, and personnel used.
  • Plans study of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, inventory control, or cost analysis.
  • Designs, evaluates, recommends, and approves changes of forms and reports.
  • Closes out DoD Contracts.

Requirements:

  • Education: Bachelor's degree in a business discipline. 
  • Experience: Six (6) years of experience, to include: Development of Program Acquisition Documentation, Development of Testing Criteria, Development of Corrective Action Systems, Development of Program Monitoring Approach; e.g., Program Evaluation Review Technique (PERT), Critical Path Method (CPM), EVM, etc. Analysis of Programs Health, Data Collection and Analysis, Development of Cost Estimates, and Development of Program Status Reports.
  • Comprehensive knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
  • Experience in data mining, organizing data, performing analyses, and making recommendations to support strategic and tactical business decisions in a contracting environment.
  • Working knowledge of Excel, Word, Power point, Outlook
  • Desired Experience: Contract Financial Reconciliation Support Providing contract closeout recommendations/consultations to facilitate audit readiness in support of the NIWC Atlantic Contracting Competency.
  • Experience in:
    • Analyzing, evaluating and making recommendations on financial reconciliation of contracts.
    • Making recommendations on Patent Clearance Letters.
    • Making recommendations on follow-up letters for Overaged Contracts.
    • Making recommendations on De-obligation Modifications.
    • Loading documents into the Web Extender file repository.
    • Consulting with Business Financial Managers on funds status.
    • Updating the CIMS Database with Closeout Dates.
    • Consulting on FIAR Meetings/Triannual Reviews.
    • Researching EDA Voucher Payments on Orders.
    • Experience with COBRA, PIEE/ EDA and CEMS VOUCHERS, WAWF, Pd2, WebExtender, and AMS as well as with DRID 53 Closed contracts reports.
