A Contract Compliance Specialist job is available with the City of Fort Worth Property Management Department (PMD). The Property Management Department consists of four divisions including Facilities Management, Fleet Services, Real Property and General Services. PMD is seeking to hire a qualified professional to fill the Contract Compliance Specialist position reporting to the Facilities Superintendent for PMD Facilities. PMD is a large, fast paced, and rewarding department that is responsible for a wide array of services including: maintenance of the majority of City facilities, maintaining the City’s fleet, land, and property acquisitions including right-of-way and easement acquisitions.

Minimum Qualifications: 

  • Bachelor’s degree in public administration, business administration, finance or a related field
  • No prior experience is required.
  • Valid Texas driver's license

Preferred Qualifications:

  • Experience in contract development and contract management
  • Experience in work order management systems and financial management systems
  • Experience reviewing and correcting invoices received from vendors
  • Experience inventorying supplies for construction related crafts
  • Experience in developing and maintaining spreadsheets, analyzing data, and preparing reports.
  • Detail oriented: Will have well-developed methods and techniques to monitor tasks and assignments.
  • The understanding of governmental procurement procedures.
  • The ability to communicate clearly and concisely, with technical writing experience and work with internal and external customers/vendors to meet project-specific goals.
  • Experience with Microsoft Word, Outlook, Excel, and PowerPoint.

The Contract Compliance Specialist job responsibilities include:

  • Utilizing contracts for supply parts, adding line items to the contract, reviewing invoices, settling disputes between line-item pricing and contractor invoice pricing
  • Assists with developing or updating contract specifications for goods and services needed by the division and initiating the bidding process for the new or expired contracts
  • Contract monitoring and oversight throughout their entire life cycle (e.g. bid advertisement, contract execution, purchase orders, renewals, change orders, etc.)
  • Assisting with drafting and routing contracts, renewals, and amendments
  • Assisting in the management of our contract, tracking database and related information; and the improvement and maintenance of the contract filing system
  • Reviewing revenue, expenditures, and balances for all service contracts and analyzing expenditures to ensure transactions are accurate and comply with contract specifications
  • Compiles and analyzes data for audit; present findings; report discrepancies; and make recommendations for corrective action
  • Assists in the development of General Fund budgets and establish appropriation of funding through the budget process and/or through appropriation ordinance
  • Perform other duties as required
