Position summary

Reporting to Senior Business Analyst, the Contingency Planning Team Lead supports USDA FPAC under USDA FPAC IAB Compliance Support Services (ASH) by leading contingency planning preparedness, readiness, and assurance activities for FPAC sponsored applications/systems. The role plans and schedules required contingency planning deliverables, coordinates reviews with business owners and business system owners, and supports role-based training delivery (including AgLearn and/or in-person). The role prepares and supports functional and table-top exercises, produces required exercise documentation (including after-action reporting), and tracks follow-up actions and POA&Ms tied to contingency planning milestones. Work is performed in accordance with FPAC, USDA, and NIST requirements and uses Government-designated repositories (for example, CSAM) for storage and tracking.

What will you do in this role?

  • Lead and maintain a contingency planning plan and schedule for FPAC sponsored applications/systems covering creation, modification, completion, and upload of required artifacts (for example, Contingency Plans, BIAs, exercises, and After-Action Reports) to the Government-designated repository (for example, CSAM).
  • Provide the baseline schedule in a format approved by the Federal Lead and store it in the location designated by the Government.
  • Align Plan/Schedule dates with the A&A Workload Leveling Schedule and account for functional exercises and ATO timing coordinated by the IAB Assessment and Authorization team.
  • Notify schedule changes in writing to the Federal Lead and COR.
  • Create, conduct, and maintain role-based contingency planning training, including presentation in AgLearn and/or in-person.
  • Coordinate and facilitate ISCP and CP review meetings with business owners and business system owners.
  • Coordinate and provide progress and status reports on milestones related to contingency planning POA&Ms identified by the POA&M Team.
  • Produce Contingency Plans, Business Impact Analyses, and Information System Contingency Plans for FPAC sponsored applications/systems and notify the Government upon completion.
  • Support discovery needed for contingency planning across FPAC (including Business Center, FSA, NRCS, and RMA), including discovery for RMA processes and for determining functional exercises for RMA and cloud systems.
  • Prepare, support, participate in, analyze, and provide planning, execution support, and closure documentation for functional and table-top exercises.
  • Produce and maintain required exercise artifacts (as applicable), including participant list spreadsheet, contingency test plan (CTP), information system dependency spreadsheet, consolidated points-of-contact spreadsheet, exercise status reports, and after-action report (AAR).
  • Prepare and deliver formal FPAC After-Action Reports, obtain required management approval (for example, signature) prior to storage, and store approved AARs in the Government-designated repository.
  • Report and follow up on open or unresolved after-action items, corrective action plans, and POA&Ms with the appropriate points of contact at the end of the exercise and afterwards.
  • Be available to support teams during reconstitution for real or unplanned events until completion.
  • Provide customer service assistance related to contingency planning, including responding to inquiries and assisting with plans and exercises.

What do you need to succeed in this role?

Required qualifications

  • Ability to obtain and maintain a Public Trust.
  • Experience producing IT contingency planning artifacts for federal information systems, including Contingency Plans (CP), Information System Contingency Plans (ISCP), and Business Impact Analyses (BIA).
  • Experience building and maintaining a deliverables plan and schedule and aligning dates to external schedules and dependencies (including A&A timelines).
  • Experience coordinating and facilitating document reviews with business owners and business system owners.
  • Experience developing and delivering role-based training (including LMS-based delivery and/or in-person delivery).
  • Experience supporting functional and table-top exercises, including planning, execution support, and closure documentation.
  • Experience producing after-action reporting and tracking follow-up actions to closure (including corrective actions and POA&Ms).
  • Ability to work within FPAC, USDA, and NIST-aligned requirements and store deliverables in Government-designated repositories (for example, CSAM).
  • Ability to support reconstitution activities during real or unplanned events until completion, as required.

Preferred qualifications

          Experience supporting contingency planning across FPAC mission areas (Business Center, FSA, NRCS, RMA) and coordinating with A&A teams.

          Experience supporting contingency planning in cloud environments and planning ad-hoc exercises as needed.

          Experience delivering training through AgLearn.

          Experience working in CSAM.

          Preferred certifications (or equivalent experience): CISSP, CCSP, PMP, CISM, CMMC, CISA, CAP.

Pay transparency statement

In compliance with this state’s pay transparency laws, the midpoint of the salary range for this role is $101,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
