Qualifications and Certifications
Education
Master’s degree (or equivalent) in Information Technology, Finance, Economics, or a related discipline.
Professional Experience
Must demonstrate experience in at least two Estonian public sector financial management projects, delivered within the last 60 months.
Proven involvement in government digital transformation initiatives, particularly related to public financial management modernization and enterprise system implementations.
Experience supporting or leading functional design, advisory services, and implementation activities for financial management or enterprise solutions in public sector environments.
Strong understanding of public sector financial management frameworks, including budgeting, accounting, treasury, reporting, and fiscal governance.
Ability to translate policy, regulatory, and business requirements into functional and system-level solutions.
Experience working closely with government counterparts, senior officials, and cross-agency stakeholders, contributing to steering committees, workshops, and decision-making forums.
Contribution to project deliverables, documentation, testing, training, and knowledge transfer, ensuring sustainability and institutional capacity building.
Experience operating within structured governance, methodologies, and quality assurance frameworks typical of government and EU-funded programs.
Strong analytical, communication, and stakeholder management skills, with the ability to operate effectively in complex public sector environments.
Fluency in Estonian and English is mandatory (written and spoken).
