Position: National Specialist: Geodetic  

Background: Winrock International is recruiting a National Specialist: Geodetic for an Asian Development Bank (ADB) opportunity in Laos focused on Sustainable Agrifood systems. The project will contribute to food security and nutrition improved, and agricultural value addition increased in a climate resilient and gender-responsive manner in Lao PDR. The project will work in the target value chains of bamboo, cassava, coffee, durian, and tea. This position will be a part-time consultancy. 

Location: Laos  

Major Responsibilities:  

  • Collect and assess existing data, and identify the required additional data;  
  • Prepare TOR and bidding document for topographic surveys include LIDAR contour mapping using drones and all station instruments and carry out bidding process for recruitment of sub-consultants;  
  • Supervise the implementation sub-contract and check the product 

Qualifications  

Education: University degree in geodetic engineering.  

Experience:  

  • At least 8 years’ experience in dealing with topographic survey aspects to be used in designing water resources and road structures, with specific reference to road strip plans and cross sections weir, irrigation and drainage structures. 
  •  She/he will lead in procuring topographic survey data to be used for detailed engineering design mapping, structure surveys, infrastructure strip plans, long sections and cross sections 
  • . The main task will be to support the analysis of topography and slope for the system of high value crops, farm roads, land and water conservation. 
  •  The Engineer should be familiar with LiDAR surveys, use of rectified satellite imagery as the backdrop to survey information. 
  • S/he will have demonstrated ability to work in a multidisciplinary team and will possess excellent communication (written and oral) skills. 
  • Familiar with the requirements of the international development agencies requirements in financial intermediary designed projects.  
  • Experience working in LAO PDR preferred  
  • Experience working with ADB preferred.  
  • Experience working in ASEAN countries – particularly in Lao PDR, Vietnam, and Cambodia considered as an advantage 

Computer Skills: Proficiency in using Microsoft Office software, including Word, Outlook, and PowerPoint. Advanced proficiency in Excel is preferred. 

Communication Skills: Strong written and verbal communication skills are required, including effective public speaking and the ability to communicate complex issues both verbally and in written form. 

Language: Fluent in English (written and spoken), Thai or Lao language skills (preferred) 

Physical Demands: This position may require regional travel  

This position is based on-going donor funding.
