We have an opening for a Construction Manager. You will provide advanced technical and administrative oversight for execution of the Institutional Services Construction Contract (ICSS) and subcontract construction affecting Laboratory structures, systems and components and technical responsibility for managing subcontracted construction projects and planning, coordinating and communicating subcontractor construction activities with the representatives across the laboratory. This position is in the Project Management Office (PMO).

The Project Management Office (PMO) provides LLNL with engineering, design, estimating, construction, and project management services. The PMO provides infrastructure services to enable cutting-edge research and development in the areas of defense technologies, global security, laser science, bioscience, and more. PMO offers cradle to grave infrastructure services to achieve reliable delivery of completed projects with priority on safety, collaboration, and a workforce working toward our shared vision.

You will

  • Provide solutions to technical issues and support implementation of construction resolutions based on drawings, specifications, and project data.
  • Monitor and enforce subcontractor safety programs and compliance with LLNL and project-specific safety requirements.
  • Manage project schedules, coordinate “hold-point” and safety inspections, and proactively address time-critical issues to meet milestones.
  • Develop logistics plans for waste handling, shipping, and disposal; oversee procurement and delivery of government-furnished equipment and materials.
  • Review and expedite approval of subcontractor safety plans and JHAs with LLNL ES&H stakeholders.
  • Coordinate testing, commissioning, and assemble close-out documentation in accordance with contract requirements.
  • Facilitate and oversee Lockout/Tagout (LOTO) activities for complex construction hazards.
  • Lead constructability reviews, preconstruction/pre-demolition meetings, and weekly coordination meetings; prepare agendas and minutes.
  • Represent LLNS in construction and demolition matters, process RFIs, technical submittals, and project documentation.
  • Perform other duties as assigned.

  • Lead and manage multi-disciplinary teams for complex laboratory and facility projects, overseeing all phases from requirements through close-out.
  • Prepare and manage comprehensive project plans, budgets, estimates, earned value parameters, change controls, and status reports.
  • Develop and present project proposals and status updates to senior management and stakeholders.
  • Collaborate with internal/external partners to resolve complex technical and performance challenges.
  • Provide leadership, mentorship, and quality assurance oversight, including advanced LOTO activities.
  • Supervise and guide subordinate staff, teams, or workgroups. 
  • Ability to obtain and maintain a U.S. DOE Q-level security clearance (U.S. citizenship required).
  • Bachelor’s degree in engineering, construction management, or related field, or equivalent experience, or certified construction manager under CMAA.
  • Strong knowledge of construction and demolition methods, materials, codes, and blueprint reading.
  • Experience with constructability review of bid packages, managing project schedules, budgets, and documentation.
  • Experience interpreting and applying safety standards, codes, laws, and regulations, including OSHA and LLNL ES&H policies.
  • Effective verbal and written communication skills for collaborating with interdisciplinary teams and presenting technical information.
  • Proficiency with Microsoft Office, MS Project, CMMS, Procore, and other construction management software.
  • Experience in construction and demolition scheduling, materials, and codes.

  • Ability to supervise and mentor staff, teams, or workgroups.
  • Experience presenting to senior management and external agencies.
  • Expertise in advanced safety and regulatory compliance programs.

Qualifications We Desire

  • Experience constructing major laboratory facilities and buildings.
  • Familiarity with LLNL’s Integrated Safety Management System.
