Oversee highway construction and inspection activities throughout all phases of assigned projects to ensure compliance with approved plans, specifications, and contractual requirements. The role supports delivery of a safe, high-quality transportation system. Experience level should correspond with the assigned working title and reflect progressively increasing responsibility and project complexity.
Responsibilities

Manage assigned components of construction projects to ensure contractor compliance with plans and contract documents.
Oversee project staffing, inspection activities, materials quality control and quality assurance testing, documentation, budget, schedule, and contract administration under the direction of a senior construction leader.
Provide project support and technical assistance to senior construction management as assigned.
Conduct investigations, evaluations, and prepare written documentation related to construction activities.
Analyze and interpret project plans, specifications, and contract language to ensure constructability and compliance.
Identify design discrepancies and assess impacts to project delivery, cost, and schedule.
Review project records for compliance with applicable requirements and direct corrective actions as needed.
Review and recommend partial and final contractor payments.
Monitor project budgets and schedules and recommend adjustments when necessary.
Supervise and manage project staff, including reviewing work products for quality and compliance.
Lead or participate in pre-construction meetings, utility coordination meetings, progress meetings, and other project-related conferences.
Prepare and review project correspondence and technical recommendations.
Recommend solutions to field construction issues and design modifications.
Prepare and review work orders, including independent cost estimates and time impact analyses.
Coordinate with design, materials, environmental, traffic, right-of-way, utilities, and other stakeholders to meet project requirements and schedules.
Qualifications
Highway, bridge, and traffic engineering principles
Construction methods, practices, plans, specifications, and contracts
Transportation construction standards, manuals, and traffic control requirements
Construction materials, environmental compliance, safety practices, and applicable legal considerations
Use of surveying equipment, nuclear density gauges, and materials testing tools
Computer applications, including Microsoft Office and construction management software systems
Perform constructability reviews, bid analysis, and cost and schedule evaluations
Supervise and manage work teams effectively
Interpret roadway and bridge plans, specifications, and contracts
Prepare technical, financial, administrative, and explanatory documentation
Manage multiple tasks and priorities efficiently
Minimum of 8 years of progressively responsible highway construction management experience
Bachelor’s degree in Civil Engineering or a related field preferred
Professional Engineer (PE) license preferred
Certified Construction Manager (CCM) credential preferred
