Position Overview The Construction Manager will oversee highway construction and inspection activities to ensure quality, compliance with plans and specifications, and successful delivery of transportation projects. Responsibilities and working title will align with the candidate’s level of experience and the complexity of projects assigned. Key Responsibilities • Manage highway construction and inspection activities across all phases of transportation projects • Ensure contractor compliance with plans, specifications, and contract requirements • Support project delivery through inspection oversight, materials quality control and assurance, documentation, budgeting, scheduling, and contract administration • Provide support and technical consultation to senior construction leadership • Analyze and interpret project plans, specifications, and contract language to ensure constructability • Identify design errors and assess impacts to both the agency and contractor • Review project documentation and direct corrective actions as needed • Recommend partial and final contractor payments • Monitor project budgets and schedules and recommend adjustments • Supervise and manage project staff, reviewing work products for compliance • Lead and participate in pre-construction meetings, utility coordination meetings, and construction progress meetings • Prepare project correspondence and review recommendations developed by project staff • Recommend solutions to field construction issues and design changes • Prepare and review work orders, independent construction cost estimates, and time impact analyses • Coordinate with design teams, materials, environmental, traffic engineering, right-of-way, and public stakeholders to meet contract requirements Required Experience and Qualifications • Minimum of eight years of progressive experience managing highway construction projects • Strong background in roadway, bridge, and traffic engineering construction methods, procedures, plans, specifications, and contracts • DOT highway construction experience required; experience may be with any state or federal DOT • Familiarity with VDOT Road and Bridge Specifications, standards, and manuals is preferred but not required • Bachelor’s degree in Civil Engineering or a related field • Professional Engineer license and Certified Construction Manager credential are preferred but not required Technical Skills and Competencies • Experience conducting constructability reviews, bid-ability reviews, and cost and schedule analyses • Ability to supervise and manage construction and inspection teams • Proficiency interpreting roadway and bridge plans and contract documents • Strong written communication skills for technical, financial, and administrative documentation • Effective time management and organizational skills • Experience using construction-related equipment such as survey tools, nuclear density gauges, and materials testing equipment • Proficiency with Microsoft Office and construction management software platforms Physical Requirements • Ability to stand or walk for extended periods on construction sites • Ability to lift up to 70 pounds on an infrequent basis • Ability to perform site-related physical activities such as climbing, bending, crouching, and reaching as needed • Ability to maintain visual acuity for reviewing plans, reports, and computer-based information Interview Process • Introductory interview with the hiring manager • Technical interview with the hiring manager • Team meeting and onboarding
