Departmental Responsibilities

MoI badges and Personnel Compliance

  • Initiate and manage the process of obtaining MoI badges for XPs, ensuring timely submission of hiring applications and coordination with relevant departments until completion at the PPH.
  • Process and track kafala fee payments, including preparing official correspondence to PSCD to facilitate payment and confirmation of completion.
  • Maintain up-to-date tracking of all MoI-related documentation for expatriate and Iraqi national employees, including:

- MoI badges and renewals.

- Sponsorship references and approvals.

- Medical certificates, pledges, vetting forms, and other required paperwork.

Freedom Of Movement Management

  • Take full control of the company’s Freedom of Movement paperwork, ensuring full compliance with MoI and other governmental directives.
  • Map and plan movement requests and approvals while considering relevant timeframes, deadlines, and operational requirements.
  • Coordinate closely with the Operations Centre and Compliance South to ensure all movement updates, changes, and approvals are accurately reflected and communicated.
  • Finalize and prepare all required forms and documentation for submission in line with established procedures.
  • Maintain continuous communication with the Compliance Administration team to stay informed about any new directives or changes in movement regulations.
  • Keep an up-to-date archive and tracker of all MoI-notarized service agreements used for movement approvals and proactively notify the line manager at least eight weeks prior to contract expiry.
  • Maintain a comprehensive archive of all movement-related paperwork to ensure accountability and traceability.
  • Apply and enforce all relevant government regulations and directives pertaining to movement requests and operational authorizations.

Compliance Documentation and Database Management

  • Organize, maintain, and update comprehensive databases and trackers covering all Control Risks assets and compliance paperwork, including but not limited to:

-   MoI convoy movement plans.

-   MoI badge renewals and hiring trackers.

-   XPs identification records and supporting compliance documents.

-   Government and non-government receipts related to compliance expenditures.

-   BIAP access approvals for newly added vehicles to Baghdad fleet.

-   Ensure all records are accurate, properly categorized, and easily retrievable for audit or operational purposes.

Official Correspondence and Communication

  • Draft, finalize, and issue official communication letters to both government and non-government entities, including but not limited to various MoI departments, to support ongoing compliance operations and renewals.
  • Maintain a professional and consistent format for all compliance-related correspondence.

Coordination & Information Management

  • Work closely with regional teams in the Central and Southern regions to gather updates on compliance matters and ensure all data reflected in the MoI annual licensing documentation is current and accurate.
  • Provide clear instructions to regional Administration and Logistics teams on the required documentation for MoI compliance, ensuring consistency and readiness across all departments.
  • Keep the Compliance Manager – Baghdad informed of any regulatory changes or new requirements from the Iraqi authorities.

Compliance Administration & Support

  • Support the Compliance Team with the day-to-day running of compliance administrative activities to ensure smooth and efficient operations.
  • Drive all local administrative processes in alignment with the standards and requirements of the relevant Iraqi ministries.
  • Take ownership of specific compliance-related tasks or projects as assigned by the Compliance Manager or Associate Director – Compliance.

Knowledge & Expertise

  • Maintain a strong and up-to-date understanding of Iraqi authority requirements and documentation processes, including knowledge of key stakeholders and channels that expedite official approvals.
  • Apply this knowledge to anticipate compliance needs, prevent delays, and ensure all documentation meets legal standards.

Confidentiality & Integrity

  • Handle all sensitive and confidential information with the highest level of discretion and professionalism.
  • Implement effective security and storage controls for compliance-related documents, ensuring data protection and limited access.
  • Provide coverage for other Compliance Department colleagues during periods of absence to ensure continuity of operations.
  • Undertake and report on any additional duties or special tasks assigned by the line manager.

Requirements

Essential

  • Experience on managing and developing a team and/or work remotely with other team members driving results.
  • Bachelor’s Degree (Business Administration / Communications) or equivalent.
  • Knowledge of Iraqi law and procedures.
  • Knowledge of MOI requirements and information management.
  • Compliance management experience (hostile environment).
  • Fluent written and spoken Arabic and English.
  • Well-organised in a pressured environment of changing priorities and deadlines.
  • Proactive and able to take initiatives.
  • Attention to details.
  • Strong inter-personal communications skills.
  • Ability to simplify and communicate complex ideas succinctly and accurately.
  • Strong problem solving/ decision-making skills.
