The Chief Digital and Artificial Intelligence Office (CDAO) is a Principal Staff Assistant (PSA) responsible for the acceleration of the adoption of data, analytics, and Artificial Intelligence (AI) to generate decision advantage across the Department of Defense (DoD). The Joint Artificial Intelligence Center (JAIC), Defense Digital Services (DDS), Chief Data Office (CDO), and forward-leaning programs of record including Advana have officially joined together to form one organization – the CDAO! The CDAO is established to enable the Military Departments and Services, Joint Staff, Combatant Commands (CCMDs), Office of the Secretary of Defense (OSD), and other DoD Components, to swiftly introduce new capabilities and effectively experiment with new operational concepts in support of DoD's warfighting missions.

The Chief Technology Office Directorate is seeking a GG14, from any series, to serve as the Chief Digital and Artificial Intelligence Office (CDAO) Small Business Innovation Research and Small Business Technology Transfer (SBIR/STTR) Program Manager reporting to the CDAO Chief Technology Office. This is a temporary, competitive, reimbursable detail and not to exceed 364 days. The announcement will remain open until February 21st, 2024.

The position is located at Arlington, Virginia.  Relocation/PCS is not authorized, however temporary duty (TDY) to and from the National Capitol Region is authorized. 

What you'll do here:

  • Serves as the CDAO SBIR/STTR Program Manager (PM).  
  • Establishes, develops, publishes, and implements standard operating procedures, checklists, and plans required to ensure the reliability and fidelity of the CDAO SBIR/STTR process.
  • Socializes and trains CDAO personnel on the SBIR/STTR program and process for solicitations and awards.  
  • Manages the receipt and distribution of CDAO’s Phase I and Phase II proposals to the DoD SBIR/STTR Office.  
  • Prepares and submits budget, personnel, and other resource requirement projections, justifications, and requests as required to ensure successful SBIR/STTR Program execution.
  • Exercises direct tasking authority over assigned personnel within the SBIR/STTR team and oversees the day-to-day activities of the SBIR/STTR team.  

Minimum Requirements for

  • A current GG-14 with a Secret clearance; 
  • Ability to direct and coordinate a variety of activities concurrently and to establish and maintain productive interpersonal relationships with subordinates, superiors, and peers;
  • At least one year of experience working in a SBIR/STTR program;
  • Knowledge of project management for tracking multiple efforts;
  • Ability to communicate clearly, concisely, and with accuracy both orally and in writing;
  • Ability to assimilate new information and effectively incorporate this information into the management decision-making process.
  • Superior strategic and tactical planning, critical thinking, and analytical skills to propose innovative solutions and implement change with resourcefulness and creativity.
  • Ability to work effectively with teams, build and sustain professional relationships, and exert influence at all levels across the federal government.
  • Skill in planning, organizing, developing, directing, and executing projects. These projects may cut across organizational lines or materially impact the operational dimensions of one or more programs.
