We are seeking skilled remote Appeals Analysts to support FEMA’s Hermit’s Peak/Calf Canyon (HPCC) Claims Office. Appeals Analysts perform detailed administrative record reviews, evaluate appeal submissions for accuracy and policy compliance, and prepare written, well-supported appeal recommendation memorandums for FEMA consideration.

These roles require meticulous documentation analysis, strong writing abilities, and the ability to apply FEMA regulations and HPCC program policy consistently. We are hiring across a range of experience levels to build a balanced team capable of handling both routine and highly complex appeal actions.

Responsibilities

Appeals Analysts will:

  • Retrieve, assemble, organize, and redact administrative records in compliance with FEMA privacy and documentation standards.

  • Review appeals submissions for completeness, relevance, and accuracy—identifying new evidence, documentation gaps, or misapplication of law/policy.

  • Prepare clear, structured bulleted analyses summarizing issues, facts, documentation status, and applicable policy citations.

  • Develop in-depth Administrative Appeal Decision Memorandums that include:

    • Background and issues raised

    • Analysis of facts and evidence

    • Application of law, regulation, and policy

    • A well-supported recommended determination

  • Issue RFIs (Requests for Information) when needed and incorporate new evidence into the case record.

  • Upload all appeal documents, case notes, and attachments into FEMA’s System of Record within required timelines.

  • Maintain high accuracy and production expectations, including meeting FEMA’s 72-hour document review and 5-day memorandum deadlines.

  • Brief FEMA leadership on complex or sensitive appeal issues when requested.

  • Identify patterns or systemic issues and elevate them appropriately.

Required Qualifications: 

  • 1-10 years of experience in claims/case processing, eligibility review, records management, or analytical program support.
  • High school diploma required; bachelor’s degree preferred.
  • Strong analytical and documentation-review capabilities.
  • Ability to write structured summaries or analyses based on program guidance.
  • U.S. Citizenship (required for FEMA Public Trust).

Preferred Qualifications:

  • Prior FEMA experience (IA, PA, NFIP, OGC, ODA, or similar).

  • Experience with federal claims, adjudication, or appeals processes.

  • Strong familiarity with disaster recovery programs or wildfire claims.

  • Experience summarizing complex environmental, financial, or technical documentation.

This position is contingent upon contract award.
