Liaison
- Develop and maintain safety and access relationships with other INGO and UN safety focal points
- Provide HALO Translator/Community Liaison Assistants with technical leadership (not managerial) and support to fulfil their duties safely in the field.
- Assist senior management in the selection of areas of operation (AOOs) for Explosive Ordnance (EO), bearing in the mind humanitarian impact and political and security dynamics
- Conduct preliminary visits to new areas of operations and develop relevant contacts with local community and religious leaders, and beneficiaries
- Communicate local incidents and trends clearly and regularly to management, building team knowledge and understanding
- Represent senior management at meetings where authorized to do so
- With Logistics Officer, facilitate the smooth import of specialist equipment required for humanitarian mine action through liaison with relevant national authorities and OCHA
Access
- Assist operations management in the safe and secure deployment and implementation of HALO teams on the ground
- Develop and maintain a wide network of sources, including open-source, UN/INGO security focal points, paid analysis, and personal relationships
- Stay highly informed of national and local political and security developments within current and planned AOOs
- Represent HALO at relevant access meetings as required by senior management
- Provide close-to-real-time alerts and information on incidents within AOOs, or relevant incidents at the national level
- Provide daily, weekly and monthly political and security analysis as required by management
- Assist senior management in decision making over deployment and suspension of operations according to political and security dynamics
- Develop, implement and review risk management plans, standard operating procedures (SOPs), and emergency protocols
- Schedule and run emergency protocol drills
- Implement relocation, hibernation or evacuation emergency protocols during times of crisis/escalation
- Act as a key member of the programme incident management team (IMT)
- Assist senior management in the casualty evacuation of staff or beneficiaries injured during the course of HALO operations
- Maintain security hardware including communications systems, together with Logistics team
Management and administration
- Assist in the recruitment and subcontracting of Community Liaison Assistants, compound access staff and drivers
- Oversee compound access staff and drivers ensuring regular quality assurance and appraisal
- Help management keep track of HALO’s administrative responsibilities and help ensure compliance with Palestinian law
- Conduct accident and incident investigations alongside senior management as required
- Verbal and written translation as required by senior management
Requirements
- At least three (3) years’ experience working with NGO’s in a senior liaison and/or security function
- Bachelor’s degree (minimum) in political science, international relations, humanitarian/development work, security risk management or related field
- Advanced spoken and written English
- Experience researching and writing political, security and conflict analysis
- Proven ability to work under conditions of stress
- Excellent communication, interpersonal and analytical skills with meticulous attention to detail
- Strong computer literacy, with proficiency in Microsoft Office, especially Excel and Powerpoint
- Ability to work effectively with a team in a culturally diverse environment
