Position Description: Arlo Solutions is seeking a highly independent Proposal Manager to identify, qualify, develop, and submit federal proposal responses with minimal oversight. This role is designed for a self-starter who thrives in a high-volume environment and can own the full lifecycle of proposals, from opportunity identification through final submission. This position places strong emphasis on proactive opportunity hunting, rapid qualification, and streamlined proposal execution, particularly for GSA Schedule, BPAs, task orders, and other vehicle-based opportunities where speed and compliance are critical. The ideal candidate is a strong federal proposal generalist who can think strategically, write persuasively, manage compliance independently, and submit timely, high-quality responses.

Responsibilities and/or Success Factors: 

Opportunity Identification & Qualification

  • Proactively search federal procurement systems (e.g., GSA eBuy, SeaPort, SAM.gov) to identify qualified, rapidly executable federal opportunities aligned with Arlo’s capabilities, past performance, and small business status.
  • Rapidly assess opportunities for fit, competitiveness, risk, and likelihood of win.
  • Coordinate with the Director of Strategic Growth and leadership to confirm bid/no-bid decisions as required.
  • Assess how Arlo’s capabilities align to each opportunity to identify teaming needs.

Proposal Development & Management

  • Own the full proposal lifecycle from solicitation review through final submission, with minimal supervision.
  • Analyze solicitations (RFPs, RFQs, RFIs, task orders) to ensure full compliance with instructions, evaluation criteria, and submission requirements.
  • Develop proposal outlines, schedules, compliance matrices, and writing plans.
  • Draft and/or edit proposal content, including technical, management, staffing, and past performance sections.
  • Work directly with internal SMEs, pricing, and leadership to gather inputs efficiently.
  • Incorporate win themes and value propositions tailored to each opportunity.

Compliance, Production & Submission

  • Ensure proposal structure, formatting, and content are fully compliant with solicitation requirements.
  • Perform editing, proofreading, quality control, and desktop publishing in Microsoft Word.
  • Manage final assembly and electronic submission through GSA eBuy, agency portals, or other submission platforms.
  • Maintain version control and proposal documentation throughout the process.

Minimum Qualifications Including Certificates:

  • Bachelor’s degree required.
  • Minimum 5 years of experience in federal proposal development, with demonstrated experience managing proposals independently.
  • Proven experience identifying and responding to GSA Schedule, BPA, and task order opportunities.
  • Strong federal acquisition knowledge, including FAR-based solicitations and vehicle-driven procurements.
  • Advanced proficiency in Microsoft Word (styles, formatting, graphics, headers/footers).
  • Exceptional writing, editing, and compliance skills.
  • Highly organized, deadline-driven, and comfortable managing multiple concurrent submissions.
  • Ability to work independently and make sound judgment calls in a fast-paced environment.
  • Familiarity with Shipley Associates proposal management processes strongly preferred.

Additional Desired Qualifications:

  • Experience supporting small business federal contractors during growth or transition phases.
  • Background in IT services, cybersecurity, or professional services proposals.
  • Experience supporting rapid-turn or high-volume proposal environments.
