1 OVERALL PROJECT SCOPE
The Chief Technology Office (CTO) of NCI Agency has a requirement for off-site support to the Federated Interoperability (FI) Branch of HQ SACT under the ACT Programme of Work (POW) for 2026, and also the Cyber and Digital Transformation Division (CDT) under the CDT POW 2026.
NCIA CTO supports the FI Branch through a Federated Mission Networking Framework Support Project. This project is divided into multiple Work Packages (WPs) and WP4 provides support for implementation of the FMN Communications and Awareness Strategy in order to deliver FMN communications and awareness.
NCIA CTO Supports the CDT on multiple projects with focus on improving digital interoperability in the NATO Alliance. Activities under the CDT POW 2026 require communications and awareness support relating to support for the operationalisation of the Digital Interoperability Roadmap (DIOR) for the Interoperability Profiles Capability Team (IPCaT) and the broader communication of IPCaT products and activities.
2 TASKS FOR COMMUNICATIONS AND AWARENESS SUPPORT
Services to be provided are focused on providing support to:

3 ACTIVITIES AND DELIVERABLES
3.1 Activities
Under the direction of the project manager or assigned task leader, the services provided are related to the following activities:

Activities listed in Section 3.1 are descriptive in nature. The Contractor’s contractual obligations are limited to the delivery of the outputs explicitly defined in Section 3.2 (Deliverables), subject to acceptance by the NCI Agency.
3.2 Deliverables
All of the defined deliverables are briefings, reports, designs (proof of concept demonstrators) or specifications with a well-defined NCI Agency-specified format.
The deliverables will be required on a monthly basis starting NLT 16th March 2026 (tentative) until 31 December 2026.
Each deliverable shall undergo internal peer review by the Contractor prior to submission. A peer review statement shall be included in the deliverable or accompanying submission email. Peer review is not a substitute for NCI Agency validation and acceptance.
Input and guidance will be provided by NCI Agency in written from or/and during the targeted review meetings.
The following specific deliverables are expected from this statement of work:
A. FMN Framework Support
1. Communication and Awareness Support Activity Plan
Description: Deliver Communication and Awareness Support activity plan for the FMN Framework for 2026, detailing the plan to deliver WP5 outputs in 2026

3. TIDE Sprint 2026 Onsite Support Summary
Description: Deliver onsite support at TIDE Sprint (5 days, Istanbul, TUR), including conducting stakeholder engagement and interviews on site to collect data, resulting in providing a summary report of engagement demographics, questions, answers and response summary. Acceptance shall be based solely on the submitted output document and not on the quantity of stakeholder interactions.

4. FMN Seminar 2026 Onsite Support Summary
Description: Deliver onsite support at the FMN Seminar (3 days, Split, HRV), including on site stakeholder engagement and interviews, resulting in a summary report of stakeholder engagement conducted during the FMN Seminar, including engagement demographics, questions raised, responses provided, and a consolidated response summary. Acceptance shall be based solely on the submitted output document and not on the quantity of stakeholder interactions.

5. FMN TIDEPEDIA Update #1
Description: Update the FMN pages on Tidepedia identified by the Task Sponsor to reflect current, approved FMN Framework information.

Due: June 2026

6. FMN Communications Campaign Update – CPWG Meeting #35

B. IPCaT Support Deliverables
1. IPCaT Communication and Awareness Support Activity Plan
Description: Deliver Communication and Awareness Support activity plan for the IP CaT for 2026, providing a schedule showing development timeframes, delivery dates for draft versions of the specific outputs/deliverables, review periods and planned milestones for final delivery.

2. Finalized IPCaT Booklet
Description: IPCaT booklet incorporating comments provided by the Task Sponsor up to one review cycle.

4. Digital IO Dashboard Flyer (Initial Version)
Description: Deliver an initial Digital IO Dashboard flyer at IPCaT meeting #52.
Output: MS Word Doc delivered in advance of the meeting.

5. NISP BL7 Campaign – Draft Version
Description: Deliver a draft NISP BL7 campaign at IPCaT meeting #52. For the purposes of this SOW: ‘Draft’ means a version suitable for review and comment.

6. CWIX 2026 Execution – Offsite Support
Description: Deliver support for CWIX 26 Execution, to prepare the ACT Team Members in their stakeholder engagement and interviews during the event.

Due: June 2026

NOTE: This Deliverable does not require travel. The ACT Team members will attend CWIX Execution. This deliverable is to provide material to the team to use at the event.
7. CWIX 2027 Preparation for the CWIX Initial Planning Conference
Description: Assist in the preparation of the ACT in their attendance of the CWIX 27 Initial Planning Conference, to enable Team Members in their stakeholder engagement and interviews.
Output: MS Word Doc summarizing support materials for the event.
Due: September 2026

Output: MS PPT Presentation delivered in advance of the meeting.

9. IPCaT Campaign Feedback – Meeting #54
Description: Deliver feedback at IPCaT Meeting #54 on the IPCaT Communications Campaigns Conducted Sep-Nov, detailing campaign activities, products, results and way ahead.
Output: MS PPT Presentation delivered in advance of the meeting
Due: November 2026
Acceptance: Validation and acceptance by PM and Task Sponsor.
Deliverables shall be provided in accordance with the schedule defined in Section 3.2 A and B. Where multiple deliverables are planned within a single month, each shall be considered separately for acceptance purposes.
The expected classification level of the deliverables is NATO UNCLASSIFIED. However, in some particular circumstances it might be decided that a part of the deliverables will be classified as NATO RESTRICTED.
Services provided may require the consultants to access information, as well as CIS systems, classified up to NATO SECRET. This will be done on-site at an NCI Agency location.
3.3 Coordination and reporting
The contractor shall participate in a kick-off meeting within two working weeks after the signing of this contract.
This will be a virtual meeting executed via electronic means using Conference Call/VTC capabilities.
During the kick off meeting, the contractor will provide and discuss a draft plan for executing the tasks under this statement of work covering the three work strands. Purchaser and Contractor will discuss the plan and amend where appropriate.
The contractor will provide email minutes containing, at least decisions and actions decided during the meeting.
The contractor shall participate in regular status meetings, either in-person (where possible) or via electronic means using Conference Call/VTC capabilities.
Status meetings will take place at least once per month.
The rhythm for these meetings will be decided at the kick-off meeting.
The contractor will initiate these meetings and provide email minutes containing at least decisions and actions decided during the meeting.
4 PAYMENT SCHEDULE
This requirement is for the delivery of the products identified in Section 3.2. Payment will be provided based on these deliveries as indicated in the following table:

The payment shall be dependent upon successful acceptance of the Delivery Acceptance Sheet (DAS) – (Annex B).
5 SECURITY CLEARANCE
Services provided of the consultants require a valid NATO SECRET security clearance.
6 PERIOD OF PERFORMANCE
Services are to be provided for the period starting NLT 16th of April 2026 through 31 Dec 2026.
7 TERMS
This is a Completion-type contract requires a single consultant with all necessary skills to complete the work.
Services will primarily be performed off-site at the consultant’s own office. Office space and computer equipment will be provided at NCIA The Hague for access during any visits for the duration of this contract; mobile NATO Restricted IT will be provided to the contractor; the contractor is responsible for office space and internet connectivity at their own facilities.
This Task Order requires scheduled travel as detailed in Section 3.2, consisting of attendance of the FMN Seminar 3 days on site, TIDE Sprint 5 days on site, and one IPCaT meeting in Europe for 2 days on site. All travel expenses, including per diem, lodging and associated expenses for travel are included in the price of the bid (NTE), such that the purchaser shall not be invoiced separately for travel.
Extraordinary Travel (Purchaser Directed Travel) may be required to other NATO or non-NATO locations as necessary. In the event of such unforeseen travels being called, the cost of all travel and subsistence will only be authorized if the budget of this contract can support it and an amendment has been raised previous to travel having occurred.
Extraordinary Travel expenses will be reimbursed in accordance with Article 5.5 of AAS+ Framework Contract. Such costs will be set as a separate PO line with a not to exceed value to cover and reimburse of actual expenses upon submissions of all receipts and invoices in line with NCIA processes.
All deliverables, scripts, documentation and required code will be stored as directed by NCIA.
