Barbaricum seeks an Acquisition Specialist with HR/Office Manager/Senior Administrative Assistant background specifically focused on talent management and employee engagement. Must have an active DoD Secret Clearance to provide services to a current acquisition-based contract supporting the Defense Information Systems Agency (DISA). This position and team is located at DISA's Fort Meade, MD headquarters directly augmenting the Office of the Component Acquisition Executive (OCAE).

Responsibilities

  • Develop and update Acquisition and Acquisition Workforce instructions, guidelines, processes, dashboards, trackers, templates and documents using multiple sources (i.e., Statutory, DOD Regulatory/Policies, DISA Instructions/Policies, DAU, etc.) to ensure the OCAE is in compliance.
  • Continuously monitor changes is statutory, regulatory, policy, or DAU requirements. Stay informed about any updates or revisions that may impact the OCAEs Acquisition and Acquisition Workforce templates and documents.
  • Assist in the consolidation of Integrated Master Schedule data from Program Manager Briefs into a master schedule in MS Excel.
  • Assist and advise the OCAE by updating processes and providing metrics, documentation, and web content in support of the Program Manager Career Development Program.

  • Additional Responsibilities (Must have the ability to support if needed)

  • Pull data, from Defense Acquisition Talent Management System (DATMS) and Corporate Management Information System (CMIS) and provide reports with the ability to sort by organization on the status of the acquisition workforce to assess the certification training status and continuous learning achievement of the acquisition workforce.
  • Deliver metrics to DISA leadership in support of the CAE’s role defined in DoD I 5000.66 to ensure a properly trained, appropriately sized workforce in support of defense acquisition programs for the warfighter and provide recommendations to close any identified gaps and increase efficiencies.
  • Participating in the developing and updating of the course catalog featuring DAWIA position needs and training and education offerings.
  • Identify acquisition workforce training skills gaps and submit Acquisition training opportunities available via commercial vendors for the DISA Workforce.
  • Develop and track training metrics.
  • Prepare for the execution of Acquisition Workforce Management Branch meetings with acquisition workforce metrics and provide metrics charts for meetings.
  • Capture metrics-oriented action items, and minutes to the appropriate Government point of contact within 48 hours after the meeting.
  • Assess, advise, and assist the acquisition workforce (program structure, qualifications, training required, Defense Acquisition Workforce Improvement Act (DAWIA) certification status, hiring practices), the Agency’s use of acquisition workforce initiatives, tuition assistance education offerings required for acquisition workforce members to achieve required or desired DAWIA education requirements, training offerings to stay abreast of innovative training opportunities for up to 72 courses per year, Defense Acquisition Workforce Development Fund (DAWDF) hiring plans, acquisition workforce retention plans, recognition plans funded by DAWDF, acquisition workforce related processes and procedures, and requirements formulation used to budget for DAWDF.

Qualifications

  • Active DoD Secret Clearance required

  • Resume must clearly reflect:
  • Three years of experience analyzing and interpreting DOD-level Workforce policy and guidance to determine Office of the Secretary of Defense (OSD)/Military Department/DOD Agency-level impact
  • Writing and development assistance of formal OSD/Military Department/DOD Agency-level workforce policy, guidance, internal instructional documents, education/training offerings, hiring/retention/recognition plans, and gap analysis is required. “OSD/Military Department/DoD Agency-level” is defined as experience at the Office of the Secretary of Defense (including office of Under Secretary of Defense/Assistant Secretary of Defense), Secretary of the Army, Secretary of the Navy, Secretary of the Air Force (or respective office of Assistant Secretary of Defense), or DOD Agency Executive level office (including office of Component Acquisition Executive/Service Acquisition Executive/Workforce Management or equivalent Executive)
  • Proficiency with Microsoft Office Suite, in particular MS Excel
  • Strong administrative and technical writing/editing skills
  • Excellent communication skills
  • Familiarity with the defense acquisition environment is desired but not required
