Responsibilities:
- Identifies and locates resources through hiring, recruiting, consultants and internal resources to execute evaluation and studies, leveraging external networks to accomplish goals.
- Leads a large team of multidisciplinary staff including senior managers.
- Ensures projects within the portfolio are delivered on-time, within scope, and within budget and are technically sound and accurate and are using modern methods to maintain relevance in the field.
- Develops and manages budgets for the business unit level to ensure profitability, utilization, and coverage.
- Manages ongoing relationship with a wide variety of current and potential client and stakeholders.
- Provides advice on technical approaches to accomplish policy and program management project objectives for complex or large programs including meeting cadence, research approaches, resource needs, communication strategies, and data management, and is constantly learning and evaluating new methods with the team.

- Establishes and maintains relationships with external consultants, vendors and partners and identifies new partnerships when appropriate, especially Subject Matter Experts covering a wide range of science & health disciplines.
- Works with BD team to develop a business unit pipeline of proposal opportunities by developing relationships, vetting opportunities, leading proposals and overseeing the pricing and technical solutioning for proposals.
- Actively promote the company and the business unit by contributing to recruiting, participating in networking events, presenting at professional meetings and actively developing networks.
- Provides overall strategic vision for the division and demonstrates a solid understanding of the industry including client trends, competitors, risks and opportunities in the marketplace.
- Troubleshoot and answer questions in new and difficulty situations; provide guidance and lead through ambiguity.
- Perform other duties related to the core functions of the job.
Requirements
Minimum Education and Experience
- Degree in science or health-related field
- 15+ years of progressive experience in program management and policy development, preferably in a consulting environment.
- At least eight years of project management and six years supervisory experience.
- At least three years of business development experience.
- A proven track record in leadership roles with demonstrated success in managing large teams and complex projects.
Basic Requirements
- Experience leading federal projects in health and biological science areas and can demonstrate experience working with NIH or CMS.
- Proficiency in Microsoft tools, including Word, PowerPoint, Outlook, Excel, Teams, and SharePoint.
- Exceptional verbal, interpersonal, and written communication skills and strong analytical, problem-solving, and decision-making capabilities.
- Established relationships across the government and government contracting industries.
- Exceptional organizational skills and ability to handle multiple priorities effectively.
- Proficient in project management tools and software.
- Experience with policy advocacy and stakeholder engagement.
Skills That Set You Apart:
- Master's or advanced degree, ideally in science or health field
- PMP certification or other project-management certification
