General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Job purpose:

The Verification Team is a key part of the larger Accountability Team. The Accountability Team helps GOAL Syria to inform beneficiaries of their rights and entitlements related to GOAL’s programs, to systematically collect and respond to beneficiary feedback, to enable accountability to the community, to improve the participatory nature of its programming, and to ensure that stakeholders feel heard. It helps to promote a culture of accountability and ethics and an understanding of the necessity of accountability to affected populations in GOAL’s policies and practices.

The Verification Team is responsible for conducting blanket verification exercise targeting beneficiaries who are selected for assistance. As needed, the Verification Team also supports on re-verification of beneficiaries who require additional verification for any reason.

The Verification Manager provides leadership in all verification efforts conducted in GOAL AoO of Idleb, as guided by GOAL guidelines and systems. The position will lead the Verification Team and will provide technical oversight and training to Verification Team members. The Verification Manager is also accountable for designing, budgeting, and strategic planning for verification activities, while also ensuring that accountability outcomes are achieved through effective community engagement that promotes accountability and responds to the need of the affected community.

Duties, objectives, and competencies

  • Provide technical oversight and training to Verification Team Members, ensuring that the Verification Team has the right competencies to carry out verification activities with the highest quality possible.
  • Coordinate with Accountability Field Coordinator and other colleagues in designing, budgeting, and planning for all verification activities.
  • With support from the Verification Deputy Managers (who support the Verification Manager by handling all day-to-day coordination and team management), ensure the quality and completion of all verification processes and develop detailed activity plans for the Verification Team in close coordination with the MIS team.
  • Monitor the Verification Teams’ performance in terms of outputs against activity plans and take all necessary action, in association with the MIS team, Field Accountability Coordinator and Accountability Coordinator, to ensure the objectives are achieved.
  • Represent the Verification Team in organizational meetings to ensure that beneficiaries, local authorities, and verification staff are represented in the department.
  • Coordinate with the Data Management, MEL and Accountability Departments to ensure the development and implementation of appropriate MEL, accountability and data management tools and systems, utilising knowledge and experiences of the verification process.
  • Act in a liaison role when requested, linking with Relief Committees and community meetings to communicate and respond to questions on GOAL’s beneficiary selection and verification criteria and processes.
  • Ensure that the verification data tool is up to date and reflect the actual organization needs in terms of programmatic needs and quality assurance.

Requirements (essential)

  • University degree from a recognized University.
  • Five years at least experience working in humanitarian field.
  • Two years at least experience managing teams and activities.
  • One year at least experience managing verification activities.
  • One year at least experience working with local communities in northern Idleb, including multiple stakeholders, and people from multiple teams.
  • Demonstrated experience at capacity building and training others on new concepts or tasks.
  • Strong experience in database management.
  • Strong understanding of the humanitarian principles.
  • Creative and able to come up with, embrace and coordinate innovative thinking and problem-solving skills
  • Demonstrated ability to stay calm under pressure.
  • Demonstrated flexible worldview, emotional maturity, and physical stamina.
  • Good interpersonal skills and, ability to work as a team.
  • Good analytical skills.
  • Good reporting skills / English and Arabic.
  • Native Arabic speaker.
  • Ability to travel to the field at least 25% of the time.

In addition to the above, the Verification Manager is required to abide by and uphold the Core Humanitarian Standards in the execution of his/her duties.

Requirements (desired)

  • MA degree is an advantage.
  • Skills and familiarity with CommCare, Kobo, iFormBuilder, or other data collection platforms.
  • Fluency in English.
  • Previous management experience working within Goal.
  • Knowledge and competency with PowerBi
  • Knowledge of and training in the Core Humanitarian Standards (CHS)
