Program Overview
The Government of the United Kingdom and the Government of the Republic of Indonesia, through the Ministry of Transportation, have signed an Implementation Agreement (IA) in July 2022 which aims to meet the needs of sustainable development, in particular by developing safer, more inclusive and resilient low-carbon transportation. Funded through the UK PACT Project, a Consortium II led by WRI Indonesia is running a program called “Cities of the Future” (Future Cities). This program aims to increase the ambition of sustainable urban mobility in coastal metropolitan cities, especially in Makassar and Surabaya. Running from 2022 to 2025, the program provides technical assistance to local governments, increases public awareness, and demonstrates landscape design that is resilient to climate change, with a focus on mobility solutions in coastal areas. Together with Vital Strategies and ARUP, WRI Indonesia is trying to help the two coastal cities in developing mobility strategies that are more sustainable, lower emissions, safer, more inclusive and resilient.
Makassar City is one of the four main growth centers in Indonesia, along with Jakarta, Medan, and Surabaya. The driving force behind Indonesia's traffic congestion is the increasing number of private vehicles and the poor or even inadequate provision or maintenance of public transportation. After conducting multiple discussions and studies to identify policy gaps, we have determined that the main concerns regarding the public transport system in Makassar include inclusivity, reliability, connectivity, and efforts to increase the overall number of public transport users in the city. Our research shows that the most significant gap in policy and how to answer the complicated challenges in the city is that Makassar currently lacks a transportation system master plan, which should outline detailed policies for a more reliable transportation system, including its management and operation.
WRI Indonesia seeks to hire a Urban Mobility Financing Intern to support the transport policy planning in Makassar by supporting WRI Indonesia in developing a policy brief to be upscaled as a regional policy and enhance the capacity of Makassar Transportation Agency staff on the business planning process.
