Total Force Fitness (TFF) STRIVE Subject Matter Expert III

WWC Global, an operating firm of Command Holdings, is seeking a Total Force Fitness (TFF) System for Tracking and Recording Innovative Vital Efforts (STRIVE) Subject Matter Expert III to serve on a contract supporting the Defense Health Agency.

Responsibilities may include but are not limited to:

  • Support the provision of program management consulting services to ensure projects are aligned with overarching OUSD(P&R) strategic goals, and readiness is maintained, to include short and long-term strategic planning and forecasting, improvement of current processes, concept development and requirements analysis, information analytics, and knowledge management.
  • Support development and execution of activities that focus on optimizing the readiness, resilience, and human performance of Service members and their families, to include the Total Force Fitness (TFF) System for Tracking and Recording Innovative Vital Efforts (STRIVE) Environmental Scan. For STRIVE:
  • Support with conducting interviews with leadership across OSD and Service-level prevention/human performance programs.
  • Support with coordination of a DoD-wide data call on prevention efforts.
  • Support with analysis of interviews and data call responses and development of a Findings Report.
  • Research into US Armed Forces, International Armed Forces, and industry best practices/trends to foster innovation, namely related to readiness and human performance.
  • As needed, support with developing leadership briefs and SITREPs.
  • Provide insights and perspectives gained from previous military/DoD service to clients and team to help shape STRIVE communication and engagement processes.
  • Support the design and development of projects/solutions using Human Centered Design and User Experience best practices/approaches.
  • Support research among DoD customers and users, including measuring the experience, attitudes, and perceptions of Total Force and the military community writ large to deepen understanding of the factors that drive satisfaction with services, readiness, and human performance. Support synthesis and analysis of findings and support solution recommendations and ideation based on research findings.
  • Support other organizational assessment and refinement efforts across the P&R portfolio as needed to enhance operations and align the organization, its strategy, and its vision. This may include assessment of current states of P&R programs focused on readiness, human performance optimization, and/or force lethality.
  • Support strategic communications, engagement, and outreach planning which consists of all necessary support to successfully investigate and identify audiences, messaging, strategies, tactics, and measurement for outreach in alignment with overarching organizational strategy.
  • Support the research, writing, editing, and informal/formal coordination for leadership briefs and stakeholder reports, such as Reports to Congress, response to the Government Accountability Office and DoD Inspector General inquires.

This is a part time, temporary position ending on or about June 30, 2025 with the possibility of extension.

Expected hourly range: $81 - $91


Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Requirements

Basic Qualifications

  • Bachelor’s degree.
  • Current, active Secret security clearance.
  • 10+ years’ experience in the areas of DoD readiness, resilience, and human performance in support of Service Members and their families.
  • Experience with the Total Force Fitness (TFF) System for Tracking and Recording Innovative Vital Efforts (STRIVE) to include conducting, coordinating, and analyzing senior leader interviews, DoD-wide data calls, and various reports.
  • Demonstrated experience in conducting research among DoD customers and users, including measuring the experience, attitudes, and perceptions of Total Force.
  • Experience in the design and development of projects/solutions using Human Centered Design and User Experience best practices/approaches.
  • Experience in conducting assessments of current states of P&R programs focused on readiness, human performance optimization, and/or force lethality.
  • Experience with strategic communications, engagement, and outreach planning consisting of all necessary support to successfully investigate and identify audiences, messaging, strategies, tactics, and measurement for outreach in alignment with overarching organizational strategy.
  • Experience with research, writing, editing, and informal/formal coordination for leadership briefs and stakeholder reports.
  • Must be able to support East Coast time zone.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Demonstrated proficiency in using all Microsoft Office applications.
