I. Project background
The FASTR (Frequent Assessment Systems and Tools for Resilience) Project is a results and learning initiative of the Global Financing Facility for Women, Children, and Adolescents (GFF) that aims to support countries in generating and using rapid-cycle analytics to significantly improve RMNCAH-N (Reproductive, Maternal, Newborn, Child, and Adolescents Health and Nutrition) outcomes. FASTR is an approach that catalyzes continuous ‘analyze, learn, strengthen, act’ cycles to drive the systematic use of timely data for decision-making. The FASTR project seeks to implement rapid measurement of RMNCHA-N outcomes and feedback mechanisms to enhance timely and evidence-based decision-making at the primary health care (PHC) level.
FASTR provides support to country-led efforts to build infrastructure for rapid-cycle service delivery data collection, analysis, and interpretation to inform actions to strengthen resilient health systems with a four-pillar approach: This includes (1) analysis of routine health management information system data from DHIMS-2, (2) health facility phone surveys, (3) household and client exit phone surveys, and (4) rapid qualitative and mixed methods research. These analytic approaches complement in-country data use facilitation and capacity-strengthening support.
With support from the Bill & Melinda Gates Foundation, Results for Development Institute (R4D) has partnered with the GFF to support the implementation of FASTR in two scale-deep countries. As part of this initiative, R4D seeks a consultant to design and implement a coaching and change approach to strengthening national, regional and sub-regional staff capacity on the data ‘analyze, learn, strengthen, act’ cycle. The consultant will work closely with the R4D and GFF teams in Ghana and Nigeria to design and implement a program built on the principles of coaching and mentoring and change management and utilizing the FASTR tools to enhance the ‘analyze, learn, strengthen, act’ cycle to drive the systematic use of timely data for decision-making. In Ghana, the consultant is also expected to collaborate closely with the GHS teams during the design and implementation phases.
II. Consultancy Objectives and Scope of Work:
The primary objective of this consultancy is to provide thought partnership to R4D on the change and coaching components of the project and support the design of a program that increases data use for decision-making. The program design will incorporate analytic labs to introduce concepts and on-the-job coaching and training sessions to practice and reinforce the concepts. The Consultant will be expected to carry out the following activities:
a. Provide thought partnership to the R4D and GFF teams in the design of the coaching and change components of FASTR implementation using the following approaches:
a. Providing an experience and technical-based perspective
b. Desk review and evidence generation
c. Other approaches as considered necessary
The consultant will join the R4D/GFF in virtual and in-person design sessions to facilitate the process.
b. Support the design of the data ‘analyze, learn, strengthen, act’ program using coaching and change principles, including a high-level design of the 3-day analytical labs.
a. Incorporate experiential and action-based learning
b. Identify stakeholders necessary for the change approach process.
c. Input on R4D’s broader objectives of FASTR to catalyze increased data use for decision making, including R4D’s development of a data-to-action cycle and its support to GHS and other countries on data use facilitation
III. Deliverables
The Consultant will be responsible for delivering the following outputs:
Design and Facilitate Design Sessions on Development of Coaching and Change Management Strategy:
o Attend and facilitate at least three (3) design and feedback sessions with R4D, GFF, and GHS teams.
o Illustrative examples: Sessions with R4D, GFF, and GHS to brainstorm and provide feedback on a program design that incorporates change and coaching principles.
Co-design and Facilitate a Session(s) in the Analytical Lab to Introduce the Change Management/Coaching Approach:
o Organize a session(s) during the analytical lab to introduce the change and coaching approach to participants.
o Collect feedback to incorporate into the final design.
Final FASTR Implementation Design Incorporating Coaching and Change Design with High-Level Implementation Plan:
o Develop final design document with a high-level implementation plan.
o Incorporate feedback from R4D/GFF/GHS teams and the analytical lab participants.
IV. Time Commitment
The consultant will be engaged for a maximum of 20 days, from October 2024 to January 2025, with the possibility of an extension to support the program design implementation.
V. Qualifications
o Advanced degree in organization and people development, personnel management, business administration, psychology, or related field. Background in qualitative research is an advantage.
o At least 15 years of experience in change facilitation and coaching and mentoring.
o Proven experience designing and facilitating small and large group collaborative learning and peer-to-peer mentoring platforms, incorporating adult-learning principles.
o Proven experience designing and facilitating change interventions, including review and change impact assessments.
o Demonstrated ability to facilitate knowledge capture and knowledge sharing.
o Ability to use user-centric approaches to co-create solutions with clients
o Excellent facilitation, communication, and multi-stakeholder engagement skills.
o Demonstrated ability to deliver high-quality design, technical and program materials and reports.
VI. Reporting
The consultant will report to the Ghana FASTR Senior Program Officer at R4D and work closely with other R4D and GFF staff, GHS authorities, and other key stakeholders.
