iDE Bangladesh is looking for a Technical Specialist for an anticipated integrated WASH project. The Technical specialist will be responsible for a wide range of activities that complement the program quality assurance, learning, evaluation and reporting of results. Working under the leadership of the Project Manager, the incumbent of this role will ensure that the program is adequately aligned and ensure achievement against commitments. The role requires a data driven, process-oriented individual who will lead the monitoring, understanding and documenting key results that can shape the adaptation of existing approaches to implementation. S/he will also lead the different large-scale assessments as well as periodic action research to identify major insights, changes in local contexts as well as gauge efficacy of existing technical approaches.

Roles & Responsibilities: The key responsibilities include, but are not limited to, those described below:
● Under the guidance of the Program Manager, the incumbent of this role will acquire a thorough understanding of program commitments, indicators and result chains and adequately document and build capacity of core program implementation staff
● The resource will ensure the successful integration of technical modules, activity guidelines and means of verification, tracking adherence to these requirements in field implementation
● Maintain program dashboards to track, inform and on achievements against program commitments (indicators and workplan) and facilitate adaptive plans from implementation teams
● Lead performance monitoring comprising of sample review of indicators reported, in depth interviews with key stakeholders (private, public sector) and community leaders
● Work with field teams in capturing and internalizing learning on the local context for WASH under the lenses of social, economic, political and institutional factors that may impact implementation on the ground.
● Drive the development of research outline, learning questions in collaboration with the Program team and Prime, leading the process of onboarding relevant external study firms and consultants
● The Technical Specialist will provide technical oversight and coordinate the onboarding of study firm, development of tools working with iDE institutional and HQ MERL teams and ensure timely delivery and dissemination of large scale assessments among core program stakeholders
● Working with relevant resources, the incumbent of this role will develop and conduct action research to acquire major insights, learning that can shape program implementation approach
● Conduct desk reviews to gauge recent developments in WASH and adequately share with program teams for enhancing implementation design
● Support the Project Manager in the aggregation of results and coordinate inputs for different donor reporting on quarterly basis
● Work with field teams to capture the impact, learning and programmatic challenges, transforming these into relevant case studies, learning briefs and tactic reports
● Ensure the documentation of major Donor and prime feedback provided during program management meetings, steering discussions as well as in coordination workshops and ensure circulation of these with field teams under the leadership of the Project Manager
● Capture internal coordination discussions with programme teams and ensure these are circulated with field teams for streamlining understanding of implementation plans
Consortium Engagement:
● Engage closely with the MEL team of the prime to ensure adequate understanding, oversight of programmatic commitments, required quality assurance and frequent coordination for ensuring delivery of results
● Work cross-functionally with other consortium partners in the learning space (SBC, Nutrition, Agriculture, Market Systems, Women and Youth Empowerment) within the routines and spaces developed by the project to ensure optimal project impact.
● Engage with the prime’s field units and monitoring teams on requirement basis for reporting on results as well as regular coordination for the Project
● Create a positive environment for piloting, testing theories, learning from mistakes, and critical analysis, as well as sharing key learning in different central and field based consortium workshops
Requirements
A successful Technical Specialist will have the following skills and experience and will be comfortable with the following conditions.
● Education: Master’s in any subject, Business Administration/ Development Studies/ Economics/ Statistics/ Anthropolgy will get preference. The educational requirements may be relaxed for candidates with substantial relevant experience.
● Experience:
○ At least 5 years of experience in international development, with a minimum of 3 years of relevant work experience in leading knowledge management, learning, action research in a project or institutional capacity
○ Candidates with prior experience in the WASH sector and in market systems development will have an advantage in the role
○ Demonstrated ability to conduct assessments with partners in private sector, public sector and development agencies for gauging sustainability of programs
○ Experience working with international donors, preferably USAID, and familiarity with Logical Frameworks, Impact Logic, or Results Chains.
○ Extensive understanding of rural markets, trading relationships, and the roles of the private sector, government, and civil society/NGOs in service market creation.
● Skills;
○ Thorough technical knowledge in concepts such as monitoring, evaluation methods, collaboration and learning, adaptive management, indicator development, data collection and analysis, and performance reporting.
○ Capacity to initiate and maintain knowledge repositories within the program comprising of learning documentation, field monitoring, action research findings, technical modules and project steering working alongside project team members
○ Prior experience of working with study firms, consultants for assessments, supporting the research outline, terms of references, generating learning questions and coordinating feedback mechanism across multiple stakeholders
○ Demonstrated experience in developing and leading knowledge management programs, facilitating communities of practice, and social networking.
○ Experience with learning agenda development, strategy reviews, and adaptive management workshops, preferably as lead facilitator
○ Demonstrated experience in strategic systems, and holistic thinking, managing resistance to change, and understanding of organizational culture, learning, and change management.
○ Advanced problem-solving and creative thinking abilities, with a focus on fostering programmatic learning and knowledge sharing.
○ Excellent verbal, intercultural, and interpersonal communication skills, with the capacity to work independently and prioritize effectively in a fast-paced environment.
