Additional growth is anticipated.
1. Summary of position
Action Against Hunger – Somalia seeks an experienced Technical (Health) Manager for the Damal Caafimaad project. The purpose of the Damal Cafimaad project is to deliver the Essential Package of Health Services in Bay Region for better health outcomes through strengthened essential health services provision. The project is funded by World Bank through the Federal Republic of Somalia. The Technical Manager will lead the overall technical management of the project.
Purpose: The Technical Manager is responsible for the overall management of the technical aspects of the project including sub-contractors in compliance with the signed contract, donor requirements, MOH requirements and ACF regulations. S/he is responsible for the delivery of quality service delivery in line with MOH guidelines. This will include being responsible of overall performance and results of the projects including quality oversight of the programs technical activities.
Engagement: Internally the position holder will collaborate closely with the HMIS/M&E manager, Pharmaceutical Manager, Finance manager and field team to ensure a quality program implementation. Externally, he/she will closely liaise with the government counterparts.
2. Essential duties
I. Engagement/ Coordination
- Establish and ensure regular communication and coordination with Project Coordination and Implementation Unit (PCIU), Project Management Team (PMT), other MOH structures at Federal and State level as well and Damal Cafimaad sub-contracted project partners.
- Engage with the Ministry of Health’s PCIU and PMT on review of deliverables and technical conversations to ensure high quality essential health service delivery.
- Give technical input in the annual work planning process in close collaboration with partners and the project team.
- Coordinate different PHS delivery activities to ensure continuity between activities.
- Work with Government and partners to troubleshoot and proactively address challenges.
- Work with other partners implementing similar activities in the project target locations.
II. Delivery and Quality assurance
- Lead Damal Caafimaad project in Bay region’s technical work and service delivery activities
- Plan, organize, and monitor all the project activities
- Provide quality assurance for all the project activities and target health facilities.
- Establish and implement systems for technical supervision, management, and quality improvement
- Ensure essential health services are being implemented to technical guidelines including the sub-contractor’s delivery
- Ensure all MoH policies and procedures are implemented including by the sub-contractors
- Oversee training of health professionals
- Oversee efforts to improve health service coverage and utilization including community engagement
- Closely monitor activities of any sub-contractors.
III. Reflective practice and Learning
- Collaborate with HMIS/M&E manager as well as relevant staff for knowledge generation and learning for internal and external audience use
- Ensure the project staff actively participates in organization wide and learning initiatives related to FMoH Somalia & Health Cluster priority program themes and approaches.
- Ensure that evidence is generated and communicated effectively to influence policies and public and private sector investments
- Work with monitoring, evaluation and learning staff to develop M&E frameworks, learning agendas and effectively track data/results to incorporate learning for adaptive management.
- Submit quality project technical deliverables and reports on time and in accordance with donor guidelines
3. Supervisory Responsibilities: Project officers will be supervised by the post holdder. Moreover, the incumbent requires strong collaborative and partnership skills to enable working with equivalent or senior level Regional Health Office focal persons.
4. Fiscal Responsibility: The Technical Manager will manage the allocated project budget as per assigned rights on LINK system.
5. Physical demands
- While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

6. Working Conditions, Travel and Environment
- The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
- Must be able to travel as required for standard domestic and international official matters. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and outside weather conditions, as well as infectious diseases

Requirements
Required Qualifications
- A minimum of eight years full time experience of managing health service delivery projects, preferably in fragile contexts
- Demonstrated experience improving health service coverage and utilization in fragile contexts
- Experience with tools and systems to improve health service delivery and quality
- At least 3 years of working experience with Governments and partners in fragile contexts.
Required Skills & Experience
- A minimum of eight-years full time experience of managing health service delivery projects, preferably in fragile context
- Previous health working experience in South West State, Somalia.
- Experience managing essential health service delivery in Somalia is strongly preferred
- Experience in Health systems strengthening in fragile context
- Experience with tools and systems to improve health service delivery and quality
- At least 3 years of working experience with Governments and partners in fragile contexts.
- Training in project management, planning, M&E, and report writing
- Training in at least one of the following fields RH, EPI, TB, Nutrition, IMCI and HMIS
- Demonstrated experience establishing management systems for health service delivery
- Experience with health service quality improvement preferred
- Excellent organizational skills with the ability to execute complex tasks in a timely manner
- Willingness to travel to remote areas
