ThinkWell is an emerging health systems development organization that is in a major growth phase. Determined to transcend the status quo, ThinkWell was founded in 2011 to provide bold, creative, and practical solutions to helping low- and middle-income countries achieve universal health coverage. While our core area of work is health financing, we take a “whole-of-systems” approach, specializing in five practice areas that intersect with health financing: governance, human resources for health, private sector, public financial management, and research and evaluation.
ThinkWell is seeking multiple candidates to form a roster of qualified technical advisors across a variety of health system strengthening areas. Technical Advisors will provide expertise in their respective core technical areas, contributing to the project's goal of strengthening health system performance in the Democratic Republic of the Congo.
These positions must be based in the Kinshasa area in DRC, with some provincial travel and are contingent upon signed agreements and donor approval.
What you’ll do:
- Provide strategic guidance on health financing initiatives within the project.
- Collaborate with the COP to develop and implement health financing strategies aligned with USAID requirements.
- Provide national level, strategic health systems policy advice;
- Contribute to the evidence-to-policy process related to health financing.
- Technical advice with domestic resource mobilization, public financial management, and annual planning processes.
- Collaborate with public sector, including sub-national and community-level experience in DRC.
- Universal Health Care process design
- Private provider engagement and collaborating with public purchasers
Qualifications include:
- Substantial experience in health financing and related international programming.
- Clear understanding of the current health financing environment in DRC.
- Demonstrated ability to engage with external partners, donors, and government ministries.
- Existing relationships with Ministry of Health counterparts and experience working closely with the Government of the Democratic Republic of the Congo in an advisory capacity.
- Strong analytical and strategic thinking skills in the context of health financing.
- Experience in public financial management and annual planning processes in DRC.
Requirements
- BA/BS and 8-10+ years’ experience, or graduate degree and 6-8+ years’ experience.
- Extensive experience on large, complex projects in the DRC or the surrounding region, preferably with USAID.
- Demonstrated team and people management abilities, focusing on growing staff, mentoring, and coaching junior professionals.
- Demonstrated ability to engage effectively with external strategic partners, donors, government ministries, and stakeholders.
- Strong, existing relationships with both DRC’s Ministry of Health and USAID.
- Full fluency in French, proficient English.
- Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas.
- Ability and willingness to travel up to 25%.
