Action Against Hunger Haiti is part of the international Action Against Hunger network, which provides humanitarian assistance in more than 40 countries around the world in the sectors of nutrition, health, protection, water/sanitation and food security. Action Against Hunger prioritizes its areas of intervention based on factors such as security levels, food and nutrition security assessments, and the presence and capacity of other actors on the ground.

Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti.

Action Against Hunger has been present in Haiti since 1988 and is currently working in the areas of North-West, North-East, Artibonite, South and Grande Anse, and Port au Prince. As part of its humanitarian response, Action Against Hunger wants to strengthen psychosocial care and provide expertise in Mental Health and Psychosocial accessible to response partners. To do this, Action Against Hunger is recruiting a Technical Advisor in MHSPP and Protection.

I.        Job Summary

The Technical Advisor will be responsible for the overall implementation of the department's interventions and represent Action Against Hunger in the appropriate working groups and Clusters. The Technical Advisor should have expertise in mental health and psychosocial issues, as well as knowledge of the response to GBV and other protection incidents.

The Technical Advisor will ensure the design, establishment of the department and the implementation and management of programs relating to SMPS and protection under the supervision of the program director in Haiti.

II.        Essential Job Duties

 a. Technical design and implementation of SMPS, protection and gender activities in project development and implementation

 •  Provide/share information and analysis on incoming information for future proposals relevant for geographic and sectoral interventions across the country to the Program Director and Country Director.

•  Contribute to the writing of high-quality proposals, including narratives, program budgets, project flowcharts, etc.

•  Contribute to ensuring that new programs are consistent with the country strategy and feed into the International Strategic Plan (ISP) 2021-2025.

•  Ensure integration of protection, gender and SMPS in proposal design and project implementation.

•  Implement protection, gender and SMSPS activities (mainstreaming and specific approaches) in the design and implementation of proposals.

• Work closely with other sectors to ensure effective collaboration on integrated programs.

• Support other departments in implementing protection, gender and MHPSS integration by providing guidance, technical support, training, minimum standards and advocacy.

• Directly contribute to proposal writing during peak periods and overlapping deadlines.

• Oversee projects to ensure rapid start-up, including recruiting staff, preparing project procurement plans and detailed implementation plans.

• Visit Action Against Hunger field activities, report on challenges, troubleshoot problems and liaise with program managers and field coordinators.

• Ensure that the department provides timely response to project donor reports, internal reports and APRs of the highest quality and provide feedback as required.

• Train specialized employees of Action Against Hunger and its partners on SMPS and protection.

• Ensure the transversality of protection in Action Against Hunger activities in Haiti.

• Management, supervision and mentoring of staff in the Protection, Gender and MHPSS department.

• Oversee department performance reviews in accordance with human resource guidelines.

• Act as a focal point for gender mainstreaming.

b. Information sharing (internal) and external representation with donors, partners and government representatives.

 • Represent, as required, at donor meetings, donor visits, technical forums, consortium steering committees, technical consultations/working groups, etc.  

• Represent ACF in sectoral coordination forums such as the protection cluster and the GBV working group.

 III. Physical Demands

•  While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with interruptions.

• To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

IV. Working Conditions, Travel and Environment

• The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the missions, mission security, or other obligations.

• Must be able to travel as required for standard domestic and international business travel as well as to the missions if appropriate. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

Requirements

Required Qualifications

· Master's degree in psychology, psychotherapy or psychiatry

· Membership in a recognized international professional association in mental health

· Relevant professional experience in the field of humanitarian response, at least 2 years related to MHPSS (mental health, psychosocial support, gender or protection)

Required Skills & Experience

· At least 3 years of experience in project management (including experience managing multiple projects, in different contexts and contents).

·  At least 2 years of clinical experience providing direct treatment to patients, including clinical supervision of staff

·  Experience in providing mental health support and psychological support/counselling to staff

·  Language – fluency in French and a high level of written and spoken English

·  Extensive experience in managing teams (including remotely)

·  Able to deliver training on protection, gender and MHPSS and build staff capacity.
