Supply Operations & Customer Service Manager

Role purpose

  • Oversee and manage Syngenta's overall supply chain and logistics strategy and operations  for in Singapore operations to maximize process efficiency & productivity while maintaining high HSEQ standards
  • Coordinate all the regional logistics operations inbound and outbound of Singapore:
    • International logistics activities – transport planning and execution for active ingredients, coformulations to the FFP sites, collaborating with 3PL, 4PL providers; freight invoicing
    • The management all the flows and  activities at the SG bonded warehouse (distribution center at Bertchi provider), SPS consignment warehouse, and FFP site warehouse (Asiatic toller) - products flow, stock transfer activities, relabeling, delivery management
    • Inbound and outbound process management: flows from China & Europe to  Asia, India, AME(new flow)
    • Reverse logistics and samples managements
    • transfer of goods between sites (from Asiatic/SG bonded warehouse to SYN FFP sites), reverse logistic,
    • Customer service operations for SPS business in Singapore and Indend sales in HongKong: delivery of goods to customers on time, in full, with the right quality and at the optimum cost
    • Customs and foreign duties management for all the flows through Singapore operations
  • Account for planning & management of local inventory (incl. slow no moving stock) and support implementation of allocations with local partners  (Asiatic toller, RM suppliers and Bertchi 3rd party warehouse)

 

Accountabilities

 

  • Coordinate all the regional logistics operations inbound and outbound of Singapore:
    • International logistics activities – transport planning and execution for active ingredients, coformulations to the FFP sites, collaborating with 3PL, 4PL providers; freight invoicing
    • The management all the flows and  activities at the SG bonded warehouse (distribution center at Bertchi provider), SPS consignment warehouse, and FFP site warehouse (Asitatic toller) - products flow, stock transfer activities, relabeling, delivery management
    • Inbound and outbound process management: flows from China & Europe to  Asia, India, AME(new flow)
    • Reverse logistics and samples managements
    • transfer of goods between sites (from Astiatic/SG bonded warehouse to SYN FFP sites), reverse logistic,
    • Customer service operations for SPS business in Singapore and Indend sales in HongKong: delivery of goods to customers on time, in full, with the right quality and at the optimum cost
  • Support import and export operations: work with cross-functional teams to gather, analyze, report and apply and administrate COO in line with customs and government agency regulations
  • Key contact person for Singapore Customs related import/export and other government authorities related to logistics operations and documentation (incl. FTA application and documentation)
  • Collaborate with local sales representatives to support delivery plans, across sites and to final customers, finding the right balance between customer requirements and costs
  • Act as escalation point for customers, transport providers, warehouses, and production sites to follow-up on deliveries and to evaluate and resolve complaints related to logistic services. Report and follow-up the resolution of complaints and non-conformities in relevant tools
  • Ensure stock management processes are in place in relevant warehouses, participating in periodic reconciliation processes, preparing, and running the physical inventory count for 3 warehouses (bonded warehouse, SPS consignment, Asiatic toller) and organizing destruction services when required. Timely inform about capacity shortages and manage corrective actions
  • Monitor performance of transport providers and warehouses, ensuring compliance with regulations and certifications, addressing deviations versus agreed service levels, proposing, and driving the implementation of improvements. Collaborate with HSE to run periodic audits to internal and third-party sites and providers
  • Ensure, in area of responsibility, Syngenta's full compliance with the applicable legal and regulatory framework as well as Syngenta's own legal and ethical, HSE, corporate security, risk management and corporate governance standards
  • Manage Logistic expense inline with Logistic Budget annually, monthly Logistic cost tracking report, latest Outlook cost estimation and Budget Y+1 build plan submission
  • Improve processes for planning, receiving, storing, shipping, and delivering products to meet customer needs, developing strategies for reducing operating costs while maintaining high quality standards for products and services offered

 

  • Control substance license holder - represent Syngenta with Singapore government authorities for all queries related to import & export of (dangerous) goods as well as licenses and audits;

Critical Knowledge (Education/ Development expected for job)

  • 5-10 years professional experience in supply chain operations (planning, logistics, import/export, customs operations)
  • Good knowledge of logistics and planning processes (warehousing, customs, order mgmt., customer service)
  • Good command of SAP SD/MM and MS Office (particularly MS Excel)
  • Knowledge and exposure to Singapore customs clearance process, HS classification and Free Trade Agreements
  • Ability to manage information from various internal and external stakeholders
  • Sense of urgency and customer facing with balanced sense of priorities
  • Diploma / university degree with major in commercial business, international trade or engineering
  • End to end thinking and customer focus
  • Certification on transport regulations related to dangerous goods would be an advantage
  • Proficient in English, any additional language is a plus
  • Willing to work in a complex and cross-functional business environment

Critical Success Factors and Key Challenges

  • At least 5 years working experience in a sizeable organization
  • Understanding of customs and trade operations (e.g. HS code mgmt., customs valuation, country of origin determination, customs broker mgmt.)
  • Be an operational, hands-on person with the ability to lead oneself and collaborate across various functions
  • Be decisive and quick-thinking with an ability to gather the details as part of an escalation process
  • Have strong analytics acumen, energy, drive and persistence
  • Have excellent communication skills and ability to work with multiple teams / functions
  • Can lead through collaboration, interaction and influencing
